Dear Members:
Enclosed, please find a copy of the recorded Amended and Restated Articles of Incorporation (“Articles”), CC&Rs, and executed Bylaws for the Association. As you will recall, these documents were approved by a formal vote of the members in January. The enclosed documents are now effective and controlling.
These documents have been sent via email blast to all owners who have opted-in to email correspondence and are available on the Gallery website on the Governance page under Governing Documents. You can also click the blue buttons below to view each document.

BOD Meeting Summary
If you were not able to make the October BOD meeting here is a quick summary!
The BOD approved Phase 3 of the Landscape Project and an enhancement to the Lienzo park area. The BOD also approved adding Ping Pong and Jazzercise to the MPR activities. The MPR guidelines apply to these added activities.
- Jazzercise will be held on Mondays, Wednesdays, and Fridays from 10:30 am to 11:30 am
- Ping Pong will be available in the MPR Monday through Friday from 3:00 pm-4:00 pm
In addition, the BOD approved to extend the Fitness Center hours on Saturdays & Sundays until 5:00 pm. The Fitness Center guidelines must be followed. No more than 3 persons at any time.

Thanksgiving Food Donations Needed!
We have teamed up with 24 HRC to collect food for the 2020 Basket Brigade!
24 HRC collects food for the Thanksgiving Holiday, puts Thanksgiving baskets together, and delivers each basket to families in need with the help of volunteers.
Last year, over 600 baskets were donated in Orange County. All leftover food is donated to Camp Pendleton.
Please bring any food donations (listed below) to the clubhouse on or before November 18, 2020.
Suggested Items To Donate:
We need Thanksgiving sides such as:
Canned Vegetables (peas, green beans, carrots, corn, and yams)
Potatoes (Fresh, canned, or in a box)
Gravy mix, cranberry sauce, stuffing, rolls, canned pumpkin, chicken broth, cream of mushroom soup/ chicken, cake mix, and marshmallows.
Desserts (pies, cookies, pudding, etc.)
Thank you for contributing!
We are partnering with Orangewood Foundation this Holiday season and we are asking for donations of the following items unwrapped and unused Toys, Clothing, and Hygiene items. Donations will be accepted until December 14, 2020. Thank you for contributing!

As many of us begin to plan for fall and winter holiday celebrations, CDC offers the considerations to help protect individuals and their families, friends, and communities from COVID-19. We encourage all residents to click on the link below and learn what the CDC has to say about the risks in the upcoming fall months and their guidelines for a safe season:

Reminders for conduct in the Common Areas of the Gallery i.e. the Clubhouse and the surrounding areas and amenities:
Social distance and limit close contact:
- Maintain a distance of at least 6 feet or more from people you don’t live with. Be particularly mindful in areas where it may harder to keep this distance, such as the sport courts and the Fitness Center, the Billiard room and the MPR.
- Minimize gestures that promote close contact. For example, do not shake hands, bump elbows, or give hugs. Instead wave and verbally greet others.
Wear masks:
- Wear a mask at all times when walking through the common areas and around people who don’t live in your household to reduce the risk of spreading the virus.
- Avoid singing, chanting, or shouting, especially when not wearing a mask and when within 6 feet of others.
Wash hands:
- Wash your hands often with soap and water for at least 20 seconds, especially after you have been in a public place or after blowing your nose, coughing, or sneezing. If soap and water are not readily available, use a hand sanitizer that contains at least 60% alcohol. Cover all surfaces of your hands and rub them together until they feel dry.
Limit contact with commonly touched surfaces or shared items
- Clean and disinfect commonly touched surfaces and any shared items between use.
Two more reminders from the CDC…
- Gatherings with more people pose more risk than gatherings with fewer people. CDC does not have a limit or recommend a specific number of attendees for gatherings. The size of a holiday gathering should be determined based on the ability to reduce or limit contact between attendees, the risk of spread between attendees, and state and local health and safety laws, rules, and regulations.
- Get your flu vaccine. Gatherings can contribute to the spread of other infectious diseases. Getting a flu shot is an essential part of protecting your health and your family’s health this season. September and October are good times to get vaccinated. However, flu vaccines are still useful any time during the flu season and can often be accessed into January or later.

Always timely, as we enter the fall and holiday seasons, a special focus on preparedness can make an important difference in our individual and collective futures.

Artistic would like to remind the Community, mowing is now every other week! Additionally, as we continue to get cooler weather the watering schedule will be lowered from 4 days a week to 2-3 days a week.
Gallery Entrance & Clubhouse Rejuvenation Project
The Landscape Committee presented several proposals to the Board of Directors.
Phase 3 and the Lienzo Park refresh were both approved at the October 2020 BOD meeting.
Phase 3 includes the Gallery entrance side slopes, corners, and some stump grinding.
Lienzo Park includes adding 2 new trees and refilling the bare spaces.
We anticipate these projects to begin within the next two weeks and be completed by the end of the year.

Vehicle Access
Vehicle Access System 
Convergint has installed the new reader for the vehicle access system. O&M has been testing the new reader for the past few weeks to ensure the system is working properly. The office will be sending out an email blast within the next 10 days announcing the disbursement of all the new headlight tags with a live date.
We appreciate the community's patience during this project and are happy we are ready to move forward!

Please refrain from arriving more than 5 minutes early for your reservation time.
Multi-Purpose Room Activities Reopened
Yoga, Dance Aerobics, and Line Dancing have reopened in the Multi-Purpose Room.
- Yoga: Tuesday & Thursday; 8:00 - 9:00 am
- Dance Aerobics: Tuesday & Thursday; 9:30 - 10:30 am
- Line Dancing: Tuesday; 10:30 - 11:30 am
- Zumba: Monday, Wednesday & Friday; 9:00 - 10:00 am
- Jazzercise: Monday, Wednesday & Friday; 10:30 - 11:30 am
- Ping Pong: Monday, Tuesday, Wednesday, Thursday& Friday; 3:00 - 4:00 pm
At this time, no instructors are provided; all activities are facilitated using the large screen TV in the MPR.
No Guests Allowed at the Club Facilities
Due to Covid-19, guests are temporarily not allowed in common areas.
This includes the gym, billiards, pool, spa, bocce, putting areas patio area and MPR, etc.

Our Rules and Regulations mirror the TMC Rules on the subject of signs and banners and are based on Civil Code:
Civil Code §1353.6. Right to Display Signs, Posters, Flags and Banners.
[New: Civ. Code §4710]
(a) The governing documents, including the operating rules, may not prohibit posting or displaying of noncommercial signs, posters, flags, or banners on or in an owner's separate interest, except as required for the protection of public health or safety or if the posting or display would violate a local, state, or federal law.
(b) For purposes of this section, a noncommercial sign, poster, flag, or banner may be made of paper, cardboard, cloth, plastic, or fabric, and maybe posted or displayed from the yard, window, door, balcony, or outside wall of the separate interest, but may not be made of lights, roofing, siding, paving materials, flora, or balloons, or any other similar building, landscaping, or decorative component, or include the painting of architectural surfaces.
(c) An association may prohibit noncommercial signs and posters that are more than 9 square feet in size and noncommercial flags or banners that are more than 15 square feet in size.
So... political signs and banners that are attached to one's house are permitted as long as they do not exceed 15 square feet in size. We do not permit signs/garden flags to be in the areas maintained by the contracted landscape vendor.

Seagarden Information
EARTHQUAKE INSURANCE REMINDER
The Board would like to remind each owner that they are responsible for obtaining and maintaining adequate earthquake insurance on their residence or condo. This coverage is reasonably priced and is underwritten by the California Earthquake Authority (CEA) and should be purchased through your personal insurance broker. Information and quotes are available on-line at www.earthquakeauthority.com
It is important to understand that your traditional homeowners or condo owner’s insurance DOES NOT cover loss or damage due to an earthquake.
Additionally, the Board would like to remind each Seagarden owner that they are responsible for obtaining and maintaining additional earthquake loss assessment coverage. This is a coverage option available to condo owners when buying the CEA policy.
Currently the Gallery Association has NO earthquake coverage on the Segarden buildings. The common structure is not covered by your individual CEA policy. As a result, all Seagarden owners will receive an equal assessment to repair any earthquake damage to the buildings.
Loss Assessment coverage helps pay your share of certain additional assessments levied by the Gallery Association on Seagarden members for earthquake-damage repairs or to pay a master-earthquake policy deductible. Since there is no Association insurance, the Board recommends that each Seagarden owner purchases the maximum loss assessment coverage offered by CEA. This maximum coverage is currently $100,000.
