BOARD ACTIONS:

The Board approved the following proposals:

  • S&J Upholstery  to retrofit the Card Room chairs
  • to replace Treadmill #2 in the Fitness Center
  • to replace nine (9) trellises above the garages in Seagarden
  • roof repairs at 2 locations in Seagarden
  • to replace the planter at 18 Corte Sevilla
  • to remove the Giant Bird of Paradise trees at the pool area
  • the removal of 11 Aleppo pines on the clubhouse slope
  • to hire a Landscape Designer to provide seven (7) renderings of potential front yard designs

  • Have received Ver. 3 of Reserve Analysis. Finishing work on 2024-25 budget - Joint meeting with BOD Feb 1st.

Recreation Committee:  Committee member reported: Mary Dean

  • Completed the calendar for the 2024 activities based on the survey results collected from the community.
  • San Andreas tour coming up, Leap year Trivia Night team event, March St Patty happy hour, Marianne Houston 180 days on the high seas presentation. Young Man of Broadways is sold out for January. New Opera event by homeowner.
  • Reviewed the concerns about the Holiday dinner and possible alternative venues.

O&M Committee: Committee Chairperson reported: Kip Robbins

  • Utility reports show significant gas savings, new electric rate will help.
  • Perimeter fence and update on community notification to 59 homeowners about clearing.
  • Chemical room signage and PPE equipment storage have been completed. Safety audit on Fire requirements for the Gallery being arranged.
  • Safety subcommittee has been formed to update the safety manual.

IT Committee: Committee Chairperson reported: Dean Waldfogel

  • Gallery Swap Meet items listing extended to 90 days,
  • Residents Portal contains some new photos.
  • Current Gate Code on Residents portal.
  • Website tips 2nd Friday of the month.

GENERAL MANAGER UPDATE:

  • Following up on multiple landscape requests, irrigation repairs, and scheduling alerts.
  • Coordinating homeowner questions/complaints, letters to owners regarding special assessment.
  • Follow up on fence maintenance, 59 letters were mailed - fielding calls regarding questions from the letters received.
  • Meeting with landscape, budget and finance, and vendors regarding budgets and anticipated increases for the new fiscal year.

How to Save or Print the Gallery Calendar (View Video)

Let's say you want to save or print a certain grouping of calendar events or activities, what you want to do is go to the residence portal from the website and then gallery calendar.

And then you'll notice if you click on events and meetings or the category, our standard default is events and meetings.

Let's say you want something other than that, you'll uncheck what you don't want. And let's say we want to look at classes and activities.

Okay. And let's say we've chosen the multi-purpose room. We filter that. And now that's kind of busy. Let's say we want to look at just this week.

So you click here where you can choose month, week, day, or list. 

Let's print that. So up in the right hand corner is the print button. And then it'll take you to your own printer settings.

In the case of some printer settings, you can save this as a PDF if you want to. That means you can save it to you computer. Or you can go ahead and just print it out on paper right here.

Fence Maintenance Project

Fence Inspection #2 will be completed this March 2024.

Are your fence, posts and concrete footings visible?

Rear Yard Fence Maintenance

You may have noticed some technicians inspecting the fence behind your property.  We are in the process of receiving proposals for the repair and repainting of the common area fencing. 

  • If you have plant material growing on your rear fence, please remove prior to March 1, 2024. A second inspection will be conducted to find any additional repairs that may be needed.

  • Make sure you can see the concrete footings as shown in the picture below; these should not be covered with dirt or vegetation. 

Homeowner Sections (side fence between neighbors)

The portion of fence on the side that meets with your neighbor is the responsibility of the homeowner.  If you would like this portion of the homeowner fence painted, our vendor will offer homeowners a special price to complete the homeowner maintained sections.  Management will send out more information regarding the cost for homeowner sections to be painted once we get closer to the project getting started.

Curb Drains

Homeowners are responsible for cleaning the curb drains to ensure proper drainage from the rear yard. All homeowners have a drain pipe built from the rear yard to the front curb to allow proper drainage away from the foundation. It is recommended that homeowners have these professionally hydro jetted to remove any debris built up over the year. Roto Rooter and most plumbers or drain cleaners can perform this work.

Block Walls

The block walls located in the homeowner yard are maintained and painted by the homeowner & neighbor. Any walls in the yard are maintained by the owner/neighbor.

As with any painting, please notify the Clubhouse office prior to painting to make sure you have the correct color and all parties have been notified. 

Changes to Rear Yard Landscape

It may seem like a small change to your rear yard, but did you know that changes to your rear yard landscape must be approved by Talega Maintenance Corporation Design Review Committee? They ensure your plans include proper drainage and do not include any unapproved plant materials.

Please review the TMC Architectural Approval Form by visiting the TMC website. 

These are some, but not all, of the items that may seem to be common area items, but in fact are not maintained by the Association and are the responsibility of the homeowner.

Landscape Committee Update

Irrigation Update

Smart Controllers are working and adjusting the watering schedule based on the current weather conditions. This will cause the controllers to automatically adjust the watering schedule. If you feel you have a problem with the irrigation just call the office and we will test the system and enter a work order if necessary. 

One of the great aspects of this new system, is Management has the ability to turn the irrigation on with our smart phone. 

Turf

Harvest continues to address the bare areas in the turf and are applying seed and top soil as needed.

If you seen any gopher activity in the planter beds or turf areas, please contact the office. If the activity is in your front or rear yard, homeowners are responsible for any control measures, and the Association will take care of the common areas, clubhouse, and parkways. 

Annual Color 

Harvest will no longer be cleaning under the hedges if you have installed color. It has been noted that the time it takes to rake around the flowers is causing a delay in the rotation schedule. In an effort to stay on schedule, the crew will continue cutting the hedges in these areas, but cleaning around the flower installations will be minimal. If you have questions about this, please contact the Clubhouse office.

Landscape Rotation

You can now find a copy of the rotation schedule on the Landscape Committee page. Click the blue button that says Landscape Schedule. Currently, until the end of October, mowing will occur weekly on Thursday/Friday.

Here are a few of the questions that were answered during the Q&A. If you have questions that were not answered, please contact the Clubhouse office.

Why has the Gallery not pursued reclaimed water?

The Gallery Ad Hoc Strategic Landscape Committee had several meetings with Santa Margarita Water District about bringing reclaimed water to our front yards and parkways. Unfortunately, our meter locations are located at the end of the cul de sacs on most streets.  The mainline that TMC uses to irrigate the slopes and parkway on Calle Galeria runs down the middle of Calle Galeria and is therefore unable to meet with our existing meter locations. To further clarify the parkways on turf on Calle Galeria is irrigated by reclaimed water and therefore is exempt from AB 1572. This project would need to be funded by the water department since the cost to relocate meters or run a new line would require extensive changes to our existing infrastructure. The projects we are suggesting to reduce water consumption and reduce overspray in the parkway medians are at a much lower cost than recycled water.

What is non functional turf? 

Any turf that does not serve a purpose, such as a turf located in a street median, parkway (sidewalk area), and parking lots.

Kurapia, the lush verdant green you see at the Gallery vehicle entrance is not considered turf, instead is a low growing, herbaceous groundcover belonging to the Verbena family.

Many options have been considered for the parkway medians. Kurapia groundcover is not subject to AB 1572 and is sturdy enough for walking, requires less water and stays green year round.

Does the Gallery plan to remove all turf?

No, the Gallery does not plan to remove all turf. The turf located in the parkway areas is subject to AB 1572 which will prohibit using potable water to irrigate those areas. The law goes into effect in 2027 with a potential for fines by 2029 if potable water is still being used.

***At this time, front yard turf is not subject to AB 1572.

Seagarden Reserve Budget Update

 SEAGARDEN NEWS

WEEP SCREED (duty of homeowner to correct soil level)

The Association has notified homeowners in Seagarden in writing about ensuring that the weep screed is not covered by soil or debris and that there is at least 2-3 inches of stucco exposed below the weep screed to ensure no flooding can occur. All homeowners and tenants need to be vigilant in checking around the exterior of the house, especially during heavy rains.  If rain water is not draining adequately or fast enough, measures should be taken to remediate the problem as soon as possible. If any interior damage is caused by weep screed issues, the homeowner is responsible for the financial consequences.

EARTHQUAKE INSURANCE

There currently is NO earthquake insurance on the Seagarden buildings

We would also like to remind each Seagarden owner that obtaining and maintaining additional earthquake and/or loss assessment coverage is to your benefit .

Loss Assessment coverage helps pay your share of certain additional assessments levied by the Gallery Association on Seagarden members for earthquake-damage repairs.   Assessment coverage is offered by CEA and maximum coverage is currently $100,000.

SEAGARDEN: WHERE IS YOUR MONEY GOING?

The Seagarden Advisory Committee would like Pinturas residents to know that your assessment money is hard at work.  One of the primary responsibilities of a Committee is to protect, maintain, and enhance the assets of the association and its homeowners.

Year-to-date expenditures:

  • $4,750 repair roof and gutter repairs
  • $72,892 painting project progress payments
  • $11,985 Roof inspection and repairs
  • $10,910 correct water intrusion
  • $5,573 progress payment on pergolas project ( trellises project on hold)

 

We have received proposals for these preventative repairs and maintenance this year to keep our community updated:

  • $26,070 replace wood trellises with adobe vinyl

Reminder:  monthly Seagarden assessment as of April 1, 2023 is $150.00. 

The 2024-2025 budget and reserve study has been completed and to be reviewed by the Board for final approval.  At that time it will be distributed to the Pinturas members.

The Seagarden Advisory Committee meets the first Wednesday each month at 10AM at the Clubhouse.  All homeowners are encouraged to attend.

Talega Gallery Community Update

Owners... are you thinking about selling or leasing your home?

 

There are a few things that can make the transition a bit easier for all parties.

Please consider the below checklist for Owners and Tenants living in the Community:

Owners with Tenants:

We encourage you to bring your new tenants to the Clubhouse, that way Management can meet and greet them and provide a mini tour of the facility. (Not required)

  • Please fill out the rental notification form: https://form.jotform.com/203446641315046 and provide a signed copy of the lease agreement. (Required)
  • We strongly encourage you to opt “YES” in giving access to Governing Documents to your new tenants so they can have access to the Operating Rules, CC&Rs, Bylaws, Committee Information and more.
  • You are responsible for providing working key fobs to your new tenants and making sure that TMC (master HOA) has the updated names of your new tenants.

Tenant required forms:

Management will provide either the Owner or Tenant with a copy of the Patrol One Activation Letter to activate a new profile to safelist vehicles.

Owners Selling Home:

Please encourage your buyers to stop by the Clubhouse office for a short tour and to provide contact information to Management. Management will then advise on the next steps to get the new Owners settled in the Community.

Do you need to sell an item? Perhaps you are looking for an item? We listened and have come up with a way for Gallery residents to safely sell or buy from other Gallery residents.

Rather than trying your luck at Craigslist or other selling platforms, stay safe in your own neighborhood and help support your neighbors.

You can access the Gallery Online Swap Meet, upload a photo of your item, or post a description of what you are looking for. Items will only be posted for 90 days, if you have not sold your item, you will need to relist it for sale. If you have sold your item, please call the office and we can remove your listing so you don't continue to get calls. Click here  to connect to the swap meet. 

Orange County

Restaurant Week is Coming!

If you enjoy going out to dinner, be sure to mark your calendar for March 3rd through March 9th.  Restaurants throughout Orange County participate in Orange County Restaurant Week by offering special menus for a set price.   The website, www.ocrestaurantweek.com, provides all the information one needs.  Participating restaurants are listed with their various menus and offerings with prices ranging from $15 to $60. No special ticket, pass, or coupon is needed.  Just go to the restaurant and ask for their restaurant week special.  In addition to the special menus for breakfast lunch and dinner, many restaurants also offer cocktail and wine specials.

The website is very helpful by categorizing restaurants according to their city location or according to price.  For example, one can look at all the restaurants that are offering a $15 meal or all the restaurants that are participating in a particular city.  In San Clemente, three restaurants are participating:  Vine, on El Camino Real, Avila’s on Del Mar and Chela’s at Pico and La Pata.  Many of the restaurants offer a complete “pre-fixe” menu, including an appetizer, entrée, and dessert.  Chela’s, the restaurant closest to the Gallery, is offering a comprehensive meal for $20 which includes chips, salsa, and guacamole, a first course of rolled taquitos, a second course with a four-taco platter, and cinnamon chips for dessert!

If you have been thinking of trying a new restaurant or branching out from the San Clemente favorites, this is the perfect opportunity.  Bon appetit!

News In Review

Driving in the Gallery

Please be mindful of pedestrians while driving through the Gallery. Some pedestrians and dog walkers may not be moving as fast as you expect. Please drive slowly and keep an eye out for neighbors with pets crossing the streets.

Address Lights

If you notice the address light on your home is no longer lit, stop by the office for replacement bulbs. If the bulbs don't do the trick, let us know and we will contact the electrician to troubleshoot the problem. The little plastic clips are deteriorating and sometimes the transformer goes out. Please call the office if changing the bulbs does not work.

Pool Rules 
Reminder that no one under the age of 18 is allowed at the Clubhouse grounds, pool, or amenities. This includes walking through the parking lot surrounding the clubhouse. Anyone over 18 must be accompanied by the homeowner if visiting the clubhouse common grounds or amenities.  Please click on Pool Rules above to review the Operating Rules on the website. 

What Happens at Our Happy Hour

If you are new to the Gallery (or just new to our Happy Hour!) here’s a quick summary of what goes on at our monthly event.

Happy Hour begins at 5: 00 pm in our Multi-Purpose Room, or on the Patio in the summer, and usually wraps up around 7:00 pm. This is a very casual gathering of neighbors, there is no RSVP or sign-up for this event. Just bring your drink of choice (alcoholic or non-) and an appetizer that serves 10 to 12 people. (Some people make their own appetizers, others bring pre-prepared foods).

Some happy hours have a theme, such as St. Patrick’s Day, and everyone is encouraged to dress in appropriate colors (though it’s not necessary).

When you arrive, the volunteer hosts will take your appetizer to the main serving table. (If you are not comfortable sharing food, you are welcome to bring food that you can enjoy yourselves.)

When most people have arrived, the hosts will invite attendees to help themselves to the appetizer buffet. Attendees are encouraged to dispose of their own trash and bottles in the containers provided.

When happy hour ends, those who are able to help will assist the volunteers in folding chairs and tables for storage. See below for more information on what volunteer hosts do.

Hosting a Happy Hour is a fun way to meet your neighbors.    Whether you are a single or a couple, means you’ll be paired with another couple or single.   We appreciate all of our neighbors who have faithfully volunteered at least once each year.

Happy Hour Hosts Needed!

Are you interested in getting involved in your community but don't know where to start or join in?  If so, the Recreation Committee has space for helpers with social events, such as happy hour, and organized events and outings, etc.

No experience is needed and is usually a short commitment.

Hosts/Volunteers Needed 

2 hour commitment

Minimal Time Commitment = Big Personal Reward

Please contact the Gallery office if you would like to host a happy hour or volunteer some time to an event.

E-Statements

Here is how you can help cut down on monthly costs to the Association.

Sign up for E-statements.  By signing up for this you are saving the Association on printing and mailing costs monthly.  Simply click on the link E-Statements to be directed to sign up. Your account ID is on your snail-mail statement, or call the Gallery Office for your account number to register today. (949) 361-4685  

Automatic payments are different than receiving an E-Statement.  If you are still receiving paper statements in the mail, follow the directions above to help reduce monthly printing and mailing costs for the Association.

Vehicle Gate Code

The new vehicle gate codes do not affect your transponder or gate clicker; this is only a change to the code entered at the gate telephone entry box.

Vendor Code

The new VENDOR CODE *9255 (*WALK) – only works between 6am-10pm, 7 days a week.
This change restricts access for vendors who have been provided with the new vendor code. 

Homeowner Code

The HOMEOWNER GUEST CODE *8422 (*TGCA)

The Homeowner code works 24 hours 7 days a week. Additionally, each homeowner has an individual code assigned to the owner. If you would like to use that code, please contact the Gallery office for your individual code.

If you have a family member or care givers who might need access in an emergency, between 10PM and 6AM, we recommend that you share the Homeowner Code *8422 with them and only use the Vendor code for vendors and deliveries.

Volunteers Needed

The continued success, attractiveness and reputation of The Gallery community depends on the active participation of our many volunteers.

The following committees are currently looking for new members to assist in the planning for the upcoming year.

Pickleball at TMC

The community has a good sized group of pickle ball players who live in the gallery.  We are always interested in having new players join our group.  We play at the sports court near the main Talega pool.  If you are interested in learning to play, Dean Waldfogel is willing to give instruction to interested players.  If you would like more information on pickleball, please email either Barbara Beaupre at bbeaupre1136@gmail.com  or Dean Waldfogel at dean@waldfogel.com.

Bocce groups will continue to meet and maintenance on the courts has been extended through the winter months.  If it rains and the courts are wet, DO NOT PLAY-  wait until they dry out.

Meet Your Block Representatives!

Block Representatives and Alternates are an important link to the community. These volunteers communicate information to their neighbors about upcoming social events and provide important feedback about past events. They also participate in Recreation Committee meetings and serve as volunteers at events. You can find the list of Block Reps HERE!

Please consider completing the Meet Your Neighbors form to let your neighbors know what you are interested in and previous experience so you may meet others with the same interest.  You can answer all questions, or just answer the questions that are important to you.  Just click on Meet Your Neighbors above to submit your answers today.

Contact Information Update

Please make sure the office has the correct phone numbers and emails on file for you!  We have observed a few emails bouncing back.  If you change your email or phone number please remember to let the office know.

Also, we encourage all residents to be sure your Emergency Contact information is correct. if you don't remember, just fill out a new Emergency Contact Form.

You Can Make the Gallery Calendar Look Bigger

Option A: Click on Week or Day (instead of month)

Option B: On a computer, hit Ctrl - '+' or Cmd - '+'.  On a tablet, do a reverse pinch.

Option C: Display fewer events. Under Select Category, check Meeting and Events, then click Go.

Trash Cans

Please remember per the Gallery Rules:

Refuse, recyclables, and yard waste shall be kept from public view at all times.  Trash shall be placed at the curb in containers provided by the trash collection agency, no earlier than dusk of the evening before the designated pickup day. Emptied containers shall be removed from public view as early as possible and no later than the evening following trash pick up.

You Can Print the Gallery Calendar on One Page

Under Calendars, select Gallery Calendar.

Print a monthly calendar of Meetings and Special Events only. Open the calendar, display the desired month, then click on the printer icon in the upper right-hand corner, or Ctrl-P or Cmd-P.

 

Resident Endorsed Contractors

You can add your recommendation and see your recommendation instantly appear on the list. AND, there is a now a place where you can update any data or leave a comment about the contractor.  Find the list under Sharing > Resident Endorsed Contractors.

Safelisting Your Vehicle!

Each residence is assigned a unit-specific code that you must use to safelist a vehicle when you call into Patrol or safe list online. If you did are unable to locate your code, please contact the clubhouse office at (949) 361-4685

You may safelist a vehicle online by going to the Patrol One website, click here or you may contact them by phone by calling (714) 541-0999.
