Hello March

The Gallery and Seagarden Assessment Increases
begin April 1, 2023

At the Board of Directors meeting on Tues, Jan 24, 2023 the Board approved the 2023-24 Reserve Studies for Talega Gallery & Seagarden and the 2023-24 Operating Budgets for Talega Gallery & Seagarden.

They also approved an increase in the Gallery monthly assessment from $235.00 to $265.00 per month. Seagarden monthly assessment will increase from $125.00 to $150.00 per month.

The increase in the Gallery assessment is due to a major increase in the Landscape Vendor Contract, an increase in the annual insurance premium and overall inflation. The Board thoroughly researched and vetted 6 different Landscape companies and more than 4 insurance companies to secure the best contracts and agreements to meet the needs of the community.

The Seagarden increase is primarily for maintenance: dry rot repairs and/or replacement of wood with foam or some other material, weep screed repairs, future unexpected roof repairs or replacements, and repairs from the Annual Building Inspection.

If your monthly assessments are auto-pay, be sure to notify your bank of the April 1st increases.

The 23-24 Operating Budget and Annual Statement package has been mailed to those owners who have not opted to receive electronic communication. All homeowners received an email last Friday with a link to view the entire mailout or just view the summary pages.

If you have opted to receive electronic communications, you will not receive a paper copy, but can print any of the documents from the website or save a document to your computer.

 Volunteers are the Heartbeat of the Association

2023 Annual Election by Acclamation

The Association has implemented the vote by acclamation procedure in connection with the new Civil Code 5103 which went into effect January 1, 2022. This process eliminates the need for an Association to hold a costly election when there are no more than the number of qualified candidates running than seats to be filled.

This year, the Association notified the owners of this acclamation process for the election procedure back in September 2022. In December we still had not received any interested candidates and have posted multiple calls to action requesting those interested  are required to submit their statement by December 29, 2022. The end of December the office had received statements from three qualified candidates and those owners have been submitted to the Board of Directors as qualified replacements for the positions to be filled by the acclamation process.

The Board of Directors voted to name the qualified candidates at the February 28, 2023 General Session meeting, at which time the Board President announced the following candidates Sheila Forchtner, Janet Heidorn, and Russ Lines as the new Directors serving a two year term to expire in March 2025.

 

Thank you to the volunteers who help make our events and happy hours possible. Without your participation we would not have these opportunities to gather with friends and neighbors for relaxation and fun times!

Landscape Update

Harvest Landscape

We are experiencing some growing pains while Harvest becomes acquainted with the property and the expectations of homeowners regarding mowing and maintenance throughout the community.  Please know that we are taking all input from homeowners and relaying that information to the Account Manager, Robert Ruiz. Please continue to update the Clubhouse office with your findings and any items that you think may have been missed. It is always challenging when a vendor begins working at a new property. Our Account Manager is working very closely with the Landscape Committee to ensure Harvest has the tools to succeed by informing them when they fall short is important to the continued progress. 

Volunteers

The landscape committee is looking for volunteers to assist. If you would like to volunteer to go for a walk around a street or two and make some notes, we would love to have you volunteer for the committee.  Just meet once a month and go for a walk on your assigned street and make a few notes.  The purpose is to get feedback from the people who live and walk the community. In the mean time you may inadvertently learn something about plants, trees, pests, and water conservation. 

Irrigation

The irrigation has been turned back on while the fertilizer is applied to ensure it is absorbed into the soil. Irrigation repairs were approved by the Board to repair the lateral lines and broken valves throughout the community. This may require running the water during the day at times. The smart controller is turned back on at Corte Tallista and south end of the Camino Lienzo. 

Landscape Rotation

You can now find a copy of the rotation schedule on the Landscape Committee page and click the blue button that says Landscape Schedule. The mowing schedule is every other Thursday and Friday through the end of March. April - October mowing will occur weekly on Thursday/Friday.

Landscape Committee Opening

The landscape committee is looking for homeowners who are excited about landscaping.  It is the goal of the committee to keep the community looking beautiful while being mindful of the budget.

If you have time and are interested in helping out with the neighborhood please reach out to Sheila Forchtner.

Seagarden Reserve Budget Update

Seagarden, Where is Your Money Going?

The Seagarden Advisory Committee would like Pinturas residents to know that your assessment money is hard at work.

Year-to-date expenditures:

  • $5,385 Various roof repairs from water damage
  • $1,505 Termite inspection and treatment
  • $2,590 Replace a front door
  • $2,400 Fire system certification
  • $3,000 Building inspection

We have received proposals for these preventative repairs in the near future:

  • $7,575 Dry rot repairs
  • $59,000 Weep screen repairs: investigating priority items
  • $70,000 (est.) to replace a triplex roof
  • $27,000 replace wood pergolas & trellises with adobe vinyl

The forecasted year end (March 31st ) operating expenses is expected to equal our revenue of $61,500

Reminder:  monthly Seagarden assessment as of April 1, 2023 is $150.00.  Total revenue of $73,800 equals our planned operating expenses which includes reserves of $47,820.

EARTHQUAKE INSURANCE

There currently is NO earthquake insurance on the Seagarden buildings

We would also like to remind each Seagarden owner that it is to your benefit obtaining and maintaining additional earthquake and/or loss assessment coverage.

Loss Assessment coverage helps pay your share of certain additional assessments levied by the Gallery Association on Seagarden members for earthquake-damage repairs.   Assessment coverage is offered by CEA and maximum coverage is currently $100,000.

Talega Gallery Community Update

 

The Coach House is a live music venue in our own backyard. Located on Camino Capistrano in San Juan Capistrano, The Coach House features a wide array of live entertainment including national and international touring groups, aspiring artists. as well as established entertainers, cover or tribute bands, and even local bands trying to acquire a fan base. For our Gallery audience there are “big band” sounds, groups from the 60’s and 70’s, jazz, blues, as well as more current fare.

News In Review

Welcome back swimmers!

The pool is back on and the heat is rolling, the temperature is currently set to 80 degrees as of March 1st. Enjoy the water!

What Happens at Our Happy Hour

If you are new to the Gallery (or just new to our Happy Hour!) here’s a quick summary of what goes on at our monthly event.

Happy Hour begins at 5: 00 pm in our Multi-Purpose Room, or on the Patio in the summer, and usually wraps up around 7:00 pm. This is a very casual gathering of neighbors, there is no RSVP or sign-up for this event. Just bring your drink of choice (alcoholic or non-) and an appetizer that serves 10 to 12 people. (Some people make their own appetizers, others bring pre-prepared foods).

Some happy hours have a theme, such as St. Patrick’s Day, and everyone is encouraged to dress in appropriate colors (though it’s not necessary).

When you arrive, the volunteer hosts will take your appetizer to the main serving table. (If you are not comfortable sharing food, you are welcome to bring food that you can enjoy yourselves.)

When most people have arrived, the hosts will invite attendees to help themselves to the appetizer buffet. Attendees are encouraged to dispose of their own trash and bottles in the containers provided.

When happy hour ends, those who are able to help will assist the volunteers in folding chairs and tables for storage. See below for more information on what volunteer hosts do.

Hosting a Happy Hour is a fun way to meet your neighbors.    Whether you are a single or a couple, means you’ll be paired with another couple or single.   We appreciate all of our neighbors who have faithfully volunteered at least once each year.

Happy Hour Hosts Needed!

Are you interested in getting involved in your community but don't know where to start or join in?  If so, the Recreation Committee has space for helpers with social events, such as happy hour, and organized events and outings, etc.

No experience is needed and is usually a short commitment.

Hosts/Volunteers Needed 

2 hour commitment

Minimal Time Commitment = Big Personal Reward

Please contact the Gallery office if you would like to host a happy hour or volunteer some time to an event.

E-Statements

Here is how you can help cut down on monthly costs to the Association.

Sign up for E-statements.  By signing up for this you are saving the Association on printing and mailing costs monthly.  Simply click on the link E-Statements to be directed to sign up. Your account ID is on your snail-mail statement, or call the Gallery Office for your account number to register today. (949) 361-4685  

Automatic payments are different than receiving an E-Statement.  If you are still receiving paper statements in the mail, follow the directions above to help reduce monthly printing and mailing costs for the Association.

Vehicle Gate Code 

The new vehicle gate codes will not affect your transponder or gate clicker; this is only a change to the code entered at the gate telephone entry box.

Vendor Code

The new VENDOR CODE *9255 (*WALK) – only works between 6am-10pm
This change restricts access for vendors who have been provided with the new vendor code. 

Homeowner Code

The HOMEOWNER GUEST CODE *8422 (*TGCA)

The Homeowner code works 24 hours 7 days a week. Additionally, each homeowner has an individual code assigned to the owner. If you would like to use that code, please contact the Gallery office for your individual code.

If you have a family member or care givers who might need access in an emergency, between 10PM and 6AM, we recommend that you share the Homeowner Code *8422 with them and only use the Vendor code for vendors and deliveries.

Budget & Finance Committee Opening

The Gallery is looking for a new member for the Budget & Finance Committee.  Strong financial or accounting experience is required and prior HOA budgeting/finance knowledge is a plus.  MS excel experience also a plus.

The committee meets monthly and is a crucial part of how the community develops its operating budget along with the long term planning for replacement of major components.

The continued success, attractiveness and reputation of The Gallery community depends on the active participation of our many volunteers.

Pickleball at TMC

The community has a good sized group of pickle ball players who live in the gallery.  We are always interested in having new players join our group.  We play at the sports court near the main Talega pool.  If you are interested in learning to play, Dean Waldfogel is willing to give instruction to interested players.  If you would like more information on pickle ball, please email either Barbara Beaupre at bbeaupre1136@gmail.com  or Dean Waldfogel at dean@waldfogel.com.

Homeowner Rear Fence 

  1. Do you have questions about the fence in your rear yard?
  2. Do you see the irrigation hit the fence?
  3. Do you have dirt around the base of the fence?

If you answered yes to any of these questions, please contact the Clubhouse office to learn more about fence maintenance responsibilities by homeowners.  

All mounded dirt must be removed from the fencing immediately as it will corrode the fencing and void the Association warranty. 

Also, please keep all irrigation in your backyard from hitting or pooling at the footings of the perimeter fencing.  Should you notice the irrigation from the slope is hitting your fence, please contact TMC at 949-361-8466 to place a work order.

Meet Your Block Representatives!

Block Representatives and Alternates are an important link to the community. These volunteers communicate information to their neighbors about upcoming social events and provide important feedback about past events. They also participate in Recreation Committee meetings and serve as volunteers at events. You can find the list of Block Reps HERE!

Contact Information Update

Please make sure the office has the correct phone numbers and emails on file for you!  We have observed a few emails bouncing back.  If you change your email or phone number please remember to let the office know.

Also, we encourage all residents to be sure your Emergency Contact information is correct. if you don't remember, just fill out a new Emergency Contact & Medical Form.

Option C: Display fewer events. Under Select Category, check Meeting and Events, then click Go.

Trash Cans

Please remember per the Gallery Rules:

Refuse, recyclables, and yard waste shall be kept from public view at all times.  Trash shall be placed at the curb in containers provided by the trash collection agency, no earlier than dusk of the evening before the designated pickup day. Emptied containers shall be removed from public view as early as possible and no later than the evening following trash pick up.

Under Calendars, select Gallery Calendar.

Option A: Print a weekly calendar that includes all events and activities. Click on Week, then click Print

Option B: Print a monthly calendar of Meetings and Special Events only. Under Select Category, check Meeting and Events, then click Go. Display the Month, then click Print.

 

Resident Endorsed Contractors Updated

The list of contractors recommended by Gallery residents has been updated. Vendors & contractors no longer in business have been removed from the list. 

You have the opportunity to add your own recommendation and see your recommendation instantly appear on the list. AND, there is a now a place where you can update any data or leave a comment about the contractor.  Find the list under Contacts > Resident Endorsed Contractors.

Safelisting Your Vehicle!

Each residence is assigned a unit-specific code that you must use to safelist a vehicle when you call into Patrol or safe list online. If you did are unable to locate your code, please contact the clubhouse office at (949) 361-4685

You may safelist a vehicle online by going to the Patrol One website, click here or you may contact them by phone by calling (714) 541-0999.
