March Annual Meeting

When:  March 23, 2021

This is the first year the Association is using a third-party Inspector of Election so there has been some confusion.  You must mail your ballot to the Inspector of Elections as instructed.  It cannot be dropped off at the office.

The ballot envelope is already pre-addressed to the Inspector of Elections.  All you need to do is place a stamp on the envelope and mail it out. 

 We would like to thank all of our resident volunteers who have assisted with the Gallery elections in the past, especially Adrienne Klaas! 

The Board approved Schonwit & Associates to act as our Inspector of Elections at the November 2020 BOD meeting.  All ballots were mailed out on February 16th. Your ballot must be returned to the Inspector of Election and must be received in their office by March 22, 2021, at 5:00 PM. The Annual Meeting will be held March 23rd via Zoom. 

There are three (3) Board of Director seats open for a two-year (2) term each.

Emergency Contact

Management and Residents have experienced some incidences where there is no emergency contact on file or known by a neighbor or it's outdated.

It's very important to have your emergency contact on file in the office and to share with your neighbors if you feel comfortable. 

Recently, there was a medical emergency that occurred after clubhouse hours and off-site.  A resident assisted another Gallery resident who needed medical attention and was taken by paramedics.  The helping resident did not know how to reach family members.  Our manager was contacted and immediately come to the office to provide the emergency contact information from the owner's file. 

It's important for your Gallery circle of friends and/or neighbors to have your emergency contact information as well.  In this case, if the resident had provided his emergency contact to his Gallery circle of friends, the resident would have known who to call.

When filling out your emergency contact information, in addition to listing your spouse or a person who is living with you, also provide information about a family member or a close friend who does not live with you. 

We have created a fillable form that is easy to complete. When you complete the emergency contact form, the information will be placed in your owner file in the clubhouse office.  If you wish to share the information with a neighbor or Gallery friends you may print the form to do so.  All Gallery forms are located on the Gallery website under the Rules & Procedure tab and then click on forms, or click here

Gallery Give & Take

Do you remember the Sunday rides in the car when you were a kid?  Maybe your family drove to Grandma’s house or just went for a ride “in the country.”  Are you feeling a bit cooped up in the house because Covid restrictions have limited your typical activities?  This month our Give and Take column features some day trips around southern California.  Perhaps you have seen most of these places but many of our Gallery folks are new to the south Orange County area.  Take a look on our Give and Take page.  Feel free to add a favorite day trip by clicking the button and posting. Next month we are asking for your favorite restaurant for take-out.  Supporting our local restaurants is important to help them continue through this challenging period.  Share your ideas for a special dinner!

Cox- Planned Service Outage!

Cox has notified us of a planned outage on March 2nd. We have not been given a timeframe for this outage.

Cox stated we will be notified within 2 days prior to the scheduled outage.

This will affect the Clubhouse so we will not have access to emails or the phone while this outage is taking place.

We were also informed it may affect the community residents as well.

Meet Your Block Representatives!

Block Representatives and Alternates are an important link to the community. These volunteers communicate information to their neighbors about upcoming social events and provide important feedback about past events. They also participate in Recreation Committee meetings and serve as volunteers at events. You can find the list of Block Reps HERE!

February Board Meeting Summary

If you were not able to attend the BOD meeting held on Feb. 23rd here is a recap!

The Board discussed the current Patrol contract.  As the current Patrol Company is not providing the service we contracted, the Board voted to change Patrol companies.  Effective April 1st the Gallery will be patrolled by Patrol One 7 days a week.  We will be sending out a welcome letter to all residents.  The safe listing process will be slightly different.  Patrol One will be assigning each home a unique access code that you will use to safe list your guest vehicles online and by phone.  If you forget your code you can also call Patrol One to safe list a vehicle.  More detailed information to come as we get closer to the transition.

The Board also approved VanDerPol & Associates to complete the year-end audit and tax preparation for the association.

The Board also approved rolling over the two maturing CDs into a short-term CD or comparable investment. Due to the current rates, it would not be beneficial for the association to invest in long-term investments.  

A proposal by La Belle Marvin, Inc. for testing on the slurry seal material that will be used in the spring was also approved by the Board. The Board previously approved Champion Paving to complete slurry seal on the clubhouse parking lot.  La Belle is a third-party Asphalt Consulting company and will ensure we are being provided with the appropriate materials.

Presidents Message

As the country begins to distribute COVID-19 vaccines, there's concern about scamming.

Medicare covers the COVID-19 vaccine, so there will be no cost to you. If anyone asks you to share your Medicare Number or pay for access to the vaccine, you can bet it's a scam.

Here's what to know:

  • You can't pay to put your name on a list to get the vaccine.
  • You can't pay to get early access to a vaccine.
  • Don't share your personal or financial information if someone calls, texts, or emails you promising access to the vaccine for a fee.
  • You still need to wear a mask per the CDC guidelines.

Orange County is currently in the Purple Tier (Widespread).  Once the State announces when we are able to move into the Red Tier we will inform the community of the same and what will be allowed. We have provided the State's tier structure. This information can be found on the state's website and on the Gallery COVID-19 page.

Spring Home Maintenance Review

 

It is important to start looking around the outside of our homes to see what needs work.  Our Talega Gallery Rules and Regulations state: “The primary goal of both the Architectural and Landscape Rules and Guidelines is to preserve and enhance the beauty of the Talega Gallery Community Association (TGCA).”

The Community Associations Institute (CAI) calls the annual analysis an “esthetic review to ensure property values maintenance”. That phrase says a lot to remind us that the up-keep of our homes is not only about looking good but, more importantly, it is about each homeowner’s responsibility for maintaining the value of our community.

What to look for:

  • Awnings – mildew and stains, fading and tears
  • Garage Door – peeling or faded paint, dirt accumulation
  • Door Trim – peeling or faded paint, wood damage
  • Shutters – peeling paint, fading, weathering, and warping
  • Stucco (including chimneys)– mildew and stains
  • Window stucco trim – staining and mold

Remember, we are all responsible to our neighbors and to the Gallery for maintaining the value of our community.

 

Spring Cleaning of Your Backyard

We have noticed there are a lot of trees and vegetation in the owner's courtyard, side yards, and backyards that are in need of trimming.  Please trim all trees, hedges, and vegetation that are growing over the party walls, fencing, and neighboring roofs.

Please check your irrigation timers. During the winter months, plants do not need as much water as summer months and you can water a lot less.  For example, a planter time in the winter can be set for twice a week for a 3 min cycle.  Summer months 4 times a week for a 3 min cycle.  If you have moss growing in your back, side, and or courtyards that is usually an indicator of overwatering.

In addition, we have observed on inspection that there are some homes that have mounded dirt covering the bottom of the perimeter wrought iron fencing in their back yards.  All mounded dirt must be removed from the fencing immediately as it will corrode the wrought iron fencing and void our warranty.

Lastly, please keep all irrigation in your backyard from hitting or pooling at the footings of the perimeter fencing.  Should you notice the irrigation from the slope is hitting your fence, please contact the office at (949) 361.4685 so we may open a work order with TMC.

 

TMC Architectural Application Process & Guidelines

There have been some questions about when owners need to submit an architectural application to the Master Association (TMC). 

Here are a few examples, If you are wanting to change your paint colors, replace your windows, replace your garage doors, replace your side yard gate, install solar panels, install a satellite dish, widen your driveway or walkways, or change your driveway and walkways to pavers.

 

Painting:

If you are planning on changing your paint color to a different scheme than the original, you must submit an architectural application to the Master Association and receive approval.  If you are painting your home the exact current scheme color then you only need to notify the on-site management office by providing the paint numbers and the scheme number.

Backyard enhancements:

If you are changing out dying plants with the exact same plants, trimming trees, replacing seasonal plants, or replacing the sod in your backyard this is considered maintenance. No application is needed. If you are changing plants, hardscape, installing patio covers, jacuzzies, pavers, etc. you will need to submit an architectural application to the Master Association.

All Indoor Amenities are Closed Until Further Notice

The State continues to keep Southern CA in the purple tier (Widespread Risk), therefore all indoor amenities must remain closed. All outdoor amenities are still open.  

Clubhouse Assistance

Please remember that the Clubhouse is by appointment only. Masks are mandatory when entering the Clubhouse. If you are not able to wear a mask, assistance by phone or email is available.

No Guests Allowed at the Club Facilities

Due to Covid-19, guests are temporarily not allowed in common areas. 

This includes the, billiards room, pool, spa, bocce, putting areas, patio area and the entire inside of the Clubhouse, including the fitness center.
