COMMITTEE REPORTS

Seagarden Committee: Committee Chairperson report: Frank Courtney

Pergolas being installed in 4 locations; roof and gutter cleaning completed; gutter guards being considered in heavy pine needle areas. Paint colors have been chosen by the subcommittee; building painting to begin October 23rd.  Special assessment passed, due by Oct 31st.

Landscape Committee: Committee Chairperson report: Steve Jones

New Harvest account manager welcomed; Smart controllers installed; Flow sensors to be installed with next few weeks; pine needles on roofs and yards - mainly on Corte Pinturas, working on drought tolerant landscaping and special requests and the logistic issues regarding irrigation. Subcommittee to begin work on plant palette changes and inclusions. Future planning to develop landscape guidelines around drought tolerant plants.

B&F Committee: Committee Chairperson Report: Phil Collins

Annual audit completed, taxes finalized, August financial report reviewed and recommended for board approval. Reviewed all bank statements and provided an update on the current interest rates with CD’s. Recommend to move $80,000 to MMA at Morgan Stanley to earn higher interest rates; only requires one day transfer. Special meetings for budget & Reserve Oct 24, Nov 30 and Dec 13.

Recreation Committee:  Committee Chairperson Report: Diane Hager

Happy hour in September, 90 attended Tony Odell Rogers Music by the Pool, reviews for the event were great. Bingo is this Friday, International Food Festival October 20; Halloween happy hour and costume contest Oct 31; Holiday dinner December 1st at Talega Golf Club. Rec survey sent out and have received 94 submissions, encourage neighbors to turn in the survey.

O&M Committee: Committee Chairperson Report: Kip Robbins

Welding repairs completed on the gate arms and painting completed on the hinges. Considering changing to SDG&E special program to save money; pool replaster pricing proposal coming, lounge moulding to be installed soon; and planned emergency evacuation drill in near future.

IT Committee: Committee Chairperson report: Jimmy Hu

FAQ page on website has been updated with many videos; focus group with Rec was well received; photo updates of owners to be reviewed annually; stand for Clubhouse iPad for homeowner use being purchased. Website tips will include safety pages, emergency numbers this month.

 BOARD ACTIONS:

  • The Board approved the removal of the dying olive tree at the exit gate after the holiday lights are removed.
  • The Board approved the Earthquake, D&O & Crime Insurance renewal proposal submitted by Edward Jacobs & Company Insurance Brokers, Inc.
  • The Board approved the revised Procedures for the Operation of Committees. These will be posted on the Governing Documents page of the Gallery website.
  • The Board approved the paint applications submitted by the homeowner at 26 Camino Del Prado and 5 Corte Sevilla, subject to final approval by TMC.

BOARD UPDATE:

  • CAI Luncheon Report – Cost of Waiting. This presentation will be shared with the committees as they begin work on next year’s Reserve budget in October.

The next Board of Directors meeting will be held Tuesday, October 22, 2023, at 4:30 p.m. in-person in the MPR and online on Zoom.

 DMV TIPS!

There is a way of avoiding the knowledge test for a driver’s license.

The Department of Motor Vehicles’ now has an interactive eLearning course available in place of the in-person knowledge test, for those eligible and renewing the basic Class C license.

It takes about 45 minutes to finish on a home computer. The user can take the quizzes as many times as desired and can take a break, just as long as they finish the course within a year. The course has a quiz for each of seven sections and is only available in English.

Also, the knowledge test is now available in 35 languages from 8 a.m. to 4 p.m. weekdays, except on holidays, on a home computer. A webcam is required so the test taker can be monitored. If you fail the test twice, the third attempt must be in a DMV office.

Safety at Vehicle Entrance

Over the last few months we have had different projects and work happening near the vehicle entrance and gate.  While inspecting and working we have noticed that vehicles are driving in and through the entrance or past pedestrians at an alarming speed.

Association Rear Fence Maintenance

Rear Yard Fence Maintenance

You may have noticed some technicians inspecting the fence behind your property.  We are in the process of receiving proposals for the repair and repainting of the common area fencing. 

 

Homeowner Sections (side fence between neighbors)

The portion of fence on the side that meets with your neighbor is the responsibility of the homeowner.  If you would like this portion of the homeowner fence painted, our vendor will offer homeowners a special price to complete the homeowner maintained sections.  Management will send out more information regarding the cost for homeowner sections to be painted once we get closer to the project getting started.

Perimeter/Rear Yard Fence

  1. Do you have questions about the fence in your rear yard?
  2. Do you see the irrigation hit the fence?
  3. Do you have dirt around the base of the fence?

If you answered yes to any of these questions, please contact the Clubhouse office to learn more about fence maintenance responsibilities by homeowners.  

All mounded dirt must be removed from the fencing immediately as it will corrode the fencing and void the Association warranty. 

Also, please keep all irrigation in your backyard from hitting or pooling at the footings of the perimeter fencing.  Should you notice the irrigation from the slope is hitting your fence, please contact TMC at 949-361-8466 to place a work order.

Curb Drains

Homeowners are responsible for cleaning the curb drains to ensure proper drainage from the rear yard. All homeowners have a drain pipe built from the rear yard to the front curb to allow proper drainage away from the foundation. It is recommended that homeowners have these professionally hydro jetted to remove any debris built up over the year. Roto Rooter and most plumbers or drain cleaners can perform this work.

Block Walls

The block walls located in the homeowner yard are maintained and painted by the homeowner & neighbor. Any walls in the yard are maintained by the owner/neighbor. As with any painting, please notify the Clubhouse office prior to painting to make sure you have the correct color and all parties have been notified. 

Changes to Rear Yard Landscape

It may seem like a small change to your back yard, but did you know that changes to your rear yard landscape must be approved by Talega Maintenance Corporation Design Review Committee? They ensure your plans include proper drainage and do not include any unapproved plant materials. Please review the TMC Architectural Approval Form by visiting the TMC website. 

These are some, but not all, of the items that may seem to be common area items, but in fact are not maintained by the Association and are the responsibility of the homeowner.

"Neighborhood Dirt"

Irrigation Update

Smart controllers have been installed. Flow sensors will be installed beginning next week with the Harvest Construction crew. We also have several main line leaks that have been found on Camino Del Prado, they are in the process of repairing a total of 8 breaks there. The irrigation repair crew will be heading to Corte Sevilla next to start investigating some areas for main line breaks.  

Turf

The turf is looking so much better in most areas.  We still have a few bare spots that are filling in. We will continue to monitor these locations and install more seed and topper as the days are getting cooler.  We also have a few areas that are waiting for sod replacement. The recent sod delivery was already stressed and was returned and reordered and should arrive in the next week or two. 

Annual Color 

If you have installed annual color in your front planter area, you will need to add water as our watering schedule for the planters has decreased to one day of watering. Additionally, Harvest will no longer be cleaning under the hedges. It has been noted that the time it takes to rake around the flowers is causing a delay in the rotation schedule. In an effort to stay on schedule, the crew will continue cutting the hedges in these areas, but cleaning around the flower installations will be minimal. If you have questions about this, please contact the Clubhouse office.

Landscape Rotation

You can now find a copy of the rotation schedule on the Landscape Committee page. Click the blue button that says Landscape Schedule. Currently, until the end of October, mowing will occur weekly on Thursday/Friday. The rotation schedule is still behind by about 2 weeks, and we hope to be back on schedule in September. 

We always appreciate your feedback, so please do not hesitate to notify Management for any issues that require attention.

Seagarden Reserve Budget Update

 SEAGARDEN NEWS

WEEP SCREED (duty of homeowner to correct soil level)

The Association has notified homeowners in Seagarden in writing about ensuring that the weep screed is not covered by soil or debris and that there is at least 2-3 inches of stucco exposed below the weep screed to ensure no flooding can occur. All homeowners and tenants need to be vigilant in checking around the exterior of the house, especially during heavy rains.  If rain water is not draining adequately or fast enough, measures should be taken to remediate the problem as soon as possible. If any interior damage is caused by weep screed issues, the homeowner is responsible for the financial consequences.

EARTHQUAKE INSURANCE

There currently is NO earthquake insurance on the Seagarden buildings

We would also like to remind each Seagarden owner that obtaining and maintaining additional earthquake and/or loss assessment coverage is to your benefit .

Loss Assessment coverage helps pay your share of certain additional assessments levied by the Gallery Association on Seagarden members for earthquake-damage repairs.   Assessment coverage is offered by CEA and maximum coverage is currently $100,000.

SEAGARDEN: WHERE IS YOUR MONEY GOING?

The Seagarden Advisory Committee would like Pinturas residents to know that your assessment money is hard at work.  One of the primary responsibilities of a Committee is to protect, maintain, and enhance the assets of the association and its homeowners.

Year-to-date expenditures:

$3,750 repair a roof

$6,010 correct water intrusion

$9,474 deposit on pergolas & trellises

$12,000 Roof Inspection & Maintenance

We have received proposals for these preventative repairs and maintenance this year to keep our community updated:

$18,474 replace wood  trellises with adobe vinyl

Painting

$82,500 trim
$76,175 stucco
$22,115 garage doors, gates, entry doors, repair termite damage, etc.

Reminder:  monthly Seagarden assessment as of April 1, 2023 is $150.00.  Total revenue of $73,800 equals our planned operating expenses which includes reserves of $47,820.  The beginning of the year reserve balance is $75,686.

Seagarden Special Assessment Vote was held September 5, 2023 by The Inspector of Elections.

The Special Assessment passed 19/17 to approve the $6,000.00 assessment for building painting and repairs throughout Seagarden. Payments are due by October 31, 2023.

Talega Gallery Community Update

Owners... are you thinking about selling or leasing your home?

 

There are a few things that can make the transition a bit easier for all parties.

Please consider the below checklist for Owners and Tenants living in the Community:

Owners with Tenants:

We encourage you to bring your new tenants to the Clubhouse, that way Management can meet and greet them and provide a mini tour of the facility. (Not required)

  • Please fill out the rental notification form: https://form.jotform.com/203446641315046 and provide a signed copy of the lease agreement. (Required)
  • We strongly encourage you to opt “YES” in giving access to Governing Documents to your new tenants so they can have access to the Operating Rules, CC&Rs, Bylaws, Committee Information and more.
  • You are responsible for providing working key fobs to your new tenants and making sure that TMC (master HOA) has the updated names of your new tenants.

Tenant required forms:

Management will provide either the Owner or Tenant with a copy of the Patrol One Activation Letter to activate a new profile to safelist vehicles.

Owners Selling Home:

Please encourage your buyers to stop by the Clubhouse office for a short tour and to provide contact information to Management. Management will then advise on the next steps to get the new Owners settled in the Community.

Do you need to sell an item? Perhaps you are looking for an item? We listened and have come up with a way for Gallery residents to safely sell or buy from other Gallery residents.

Rather than trying your luck at Craigslist or other selling platforms, stay safe in your own neighborhood and help support your neighbors.

You can access the Gallery Online Swap Meet, upload a photo of your item, or post a description of what you are looking for. Items will only be posted for 30 days, if you have not sold your item, you will need to relist it for sale. If you have sold your item, please call the office and we can remove your listing so you don't continue to get calls. Click here or on the logo above to connect to the swap meet. 

Get Your Motor Runnin’

Not far away, in a business park in Irvine, is an amazing collection of beautifully showcased vintage cars.  The Segerstrom Shelby Event Center opened in October 2021, and claims to have some of the finest collections in the world.  The emphasis is on street and racing Cobras and high-performance Mustangs. The concept began as the personal collection of Rae and Ted Segerstrom, who decided to share their collection, totaling almost 100 cars, with the public. The cars are in pristine condition but what I found equally as interesting was the display of antique gas pumps and antique neon signs.  There is also a mock-up of a Hertz Rental Car shop recalling the time when Hertz offered “Rent-A-Racer Shelby Mustangs.”

The facility is open Tuesday through Sunday, from 10:00 am until 4 pm, and the entrance fee for seniors is $15.  Groups can arrange for guided tours and the center, itself, can be rented for special events.  Proceeds from the center are donated to charity including Shriners Hospital Los Angeles in Pasadena,  The Carroll and Cleo Shelby Children’s Foundation, and the National Pediatric Cancer Foundation.

While this collection seems to favor “the man’s perspective” I think many women will find the experience a delight.  It’s a feast for the eyes! The Segerstrom Shelby Event Center, 5 Whatney, Irvine; www.segerstromshelbyeventcenter.com.

THINGS TO DO

Pool Rules  

Reminder that no one under the age of 18 is allowed at the Clubhouse grounds, pool, or amenities. This includes walking through the parking lot surrounding the clubhouse. Anyone over 18 must be accompanied by the homeowner if visiting the clubhouse common grounds or amenities.  Please click on Pool Rules above to review the Operating Rules on the website. 

Driving in the Gallery

Please be mindful of pedestrians while driving through the Gallery. Some pedestrians and dog walkers may not be moving as fast as you expect. Please drive slowly and keep an eye out for neighbors with pets crossing the streets.

Address Lights

If you notice the address light on your home is no longer lit, stop by the office for replacement bulbs. If the bulbs don't do the trick, let us know and we will contact the electrician to troubleshoot the problem. The little plastic clips are deteriorating and sometimes the transformer goes out. Please call the office if changing the bulbs does not work.

What Happens at Our Happy Hour

If you are new to the Gallery (or just new to our Happy Hour!) here’s a quick summary of what goes on at our monthly event.

Happy Hour begins at 5: 00 pm in our Multi-Purpose Room, or on the Patio in the summer, and usually wraps up around 7:00 pm. This is a very casual gathering of neighbors, there is no RSVP or sign-up for this event. Just bring your drink of choice (alcoholic or non-) and an appetizer that serves 10 to 12 people. (Some people make their own appetizers, others bring pre-prepared foods).

Some happy hours have a theme, such as St. Patrick’s Day, and everyone is encouraged to dress in appropriate colors (though it’s not necessary).

When you arrive, the volunteer hosts will take your appetizer to the main serving table. (If you are not comfortable sharing food, you are welcome to bring food that you can enjoy yourselves.)

When most people have arrived, the hosts will invite attendees to help themselves to the appetizer buffet. Attendees are encouraged to dispose of their own trash and bottles in the containers provided.

When happy hour ends, those who are able to help will assist the volunteers in folding chairs and tables for storage. See below for more information on what volunteer hosts do.

Hosting a Happy Hour is a fun way to meet your neighbors.    Whether you are a single or a couple, means you’ll be paired with another couple or single.   We appreciate all of our neighbors who have faithfully volunteered at least once each year.

Happy Hour Hosts Needed!

Are you interested in getting involved in your community but don't know where to start or join in?  If so, the Recreation Committee has space for helpers with social events, such as happy hour, and organized events and outings, etc.

No experience is needed and is usually a short commitment.

Hosts/Volunteers Needed 

2 hour commitment

Minimal Time Commitment = Big Personal Reward

Please contact the Gallery office if you would like to host a happy hour or volunteer some time to an event.

E-Statements

Here is how you can help cut down on monthly costs to the Association.

Sign up for E-statements.  By signing up for this you are saving the Association on printing and mailing costs monthly.  Simply click on the link E-Statements to be directed to sign up. Your account ID is on your snail-mail statement, or call the Gallery Office for your account number to register today. (949) 361-4685  

Automatic payments are different than receiving an E-Statement.  If you are still receiving paper statements in the mail, follow the directions above to help reduce monthly printing and mailing costs for the Association.

Vehicle Gate Code

The new vehicle gate codes does not affect your transponder or gate clicker; this is only a change to the code entered at the gate telephone entry box.

Vendor Code

The new VENDOR CODE *9255 (*WALK) – only works between 6am-10pm
This change restricts access for vendors who have been provided with the new vendor code. 

Homeowner Code

The HOMEOWNER GUEST CODE *8422 (*TGCA)

The Homeowner code works 24 hours 7 days a week. Additionally, each homeowner has an individual code assigned to the owner. If you would like to use that code, please contact the Gallery office for your individual code.

If you have a family member or care givers who might need access in an emergency, between 10PM and 6AM, we recommend that you share the Homeowner Code *8422 with them and only use the Vendor code for vendors and deliveries.

The continued success, attractiveness and reputation of The Gallery community depends on the active participation of our many volunteers.

Pickleball at TMC

The community has a good sized group of pickle ball players who live in the gallery.  We are always interested in having new players join our group.  We play at the sports court near the main Talega pool.  If you are interested in learning to play, Dean Waldfogel is willing to give instruction to interested players.  If you would like more information on pickleball, please email either Barbara Beaupre at [email protected]  or Dean Waldfogel at [email protected].

Meet Your Block Representatives!

Block Representatives and Alternates are an important link to the community. These volunteers communicate information to their neighbors about upcoming social events and provide important feedback about past events. They also participate in Recreation Committee meetings and serve as volunteers at events. You can find the list of Block Reps HERE!

Meet Your Neighbors

Please consider completing the Meet Your Neighbors form to let your neighbors know what you are interested in and previous experience so you may meet others with the same interest.  You can answer all questions, or just answer the questions that are important to you.  Just click on Meet Your Neighbors above to submit your answers today. 

Can't Remember What That eMail Blast Said?

Previous eMail Blasts are easily accessible on the Gallery website. Login and mouseover News.  Then click on Recent eBlasts.

Contact Information Update

Please make sure the office has the correct phone numbers and emails on file for you!  We have observed a few emails bouncing back.  If you change your email or phone number please remember to let the office know.

Also, we encourage all residents to be sure your Emergency Contact information is correct. if you don't remember, just fill out a new Emergency Contact Form.

You Can Make the Gallery Calendar Look Bigger

Option A: Click on Week or Day (instead of month)

Option B: On a computer, hit Ctrl - '+' or Cmd - '+'.  On a tablet, do a reverse pinch.

Option C: Display fewer events. Under Select Category, check Meeting and Events, then click Go.

All Gallery floor plans are accessible on the Gallery Website. Go to About Us > Prospective Resident.

Trash Cans

Please remember per the Gallery Rules:

Refuse, recyclables, and yard waste shall be kept from public view at all times.  Trash shall be placed at the curb in containers provided by the trash collection agency, no earlier than dusk of the evening before the designated pickup day. Emptied containers shall be removed from public view as early as possible and no later than the evening following trash pick up.

You Can Print the Gallery Calendar on One Page

Under Calendars, select Gallery Calendar.

Print a monthly calendar of Meetings and Special Events only. Open the calendar, display the desired month, then click on the printer icon in the upper right-hand corner, or Ctrl-P or Cmd-P.

 

Resident Endorsed Contractors

You can add your recommendation and see your recommendation instantly appear on the list. AND, there is a now a place where you can update any data or leave a comment about the contractor.  Find the list under Sharing > Resident Endorsed Contractors.

Safelisting Your Vehicle!

Each residence is assigned a unit-specific code that you must use to safelist a vehicle when you call into Patrol or safe list online. If you did are unable to locate your code, please contact the clubhouse office at (949) 361-4685

You may safelist a vehicle online by going to the Patrol One website, click here or you may contact them by phone by calling (714) 541-0999.
