     *******   March 2026 Annual Meeting    *******

The Annual Meeting of Talega Gallery members was held to review the past year's activities and discuss upcoming plans. President Marianne Houston and Treasurer Mike Beaupre were re-elected by acclamation to their board positions. Mike presented financial updates showing the Gallery ended the year with a profit of $77,050 and projected a net income of $80,000 for the current year, with monthly dues increasing to $345 starting April 2026. The Budget and Finance Committee, led by Linda Ernst, reviewed operating and reserve budgets, highlighting major expenses including HVAC replacements and fire suppression system work. The Recreation Committee, chaired by Diane Hager, reported on various community events including happy hours, educational presentations, and seasonal activities. Operations and Maintenance Committee Chairman Clifford Robbins detailed extensive maintenance work completed including fence repairs, pool improvements, and HVAC replacements. Seagarden Advisory Committee Chair Pia Siemering updated on building maintenance and repairs for their 41 units. Landscape Committee Chair Sherry Robbins outlined their work on maintaining property beauty while staying within budget, including tree trimming plans and irrigation management. The board concluded by addressing water conservation regulations, determining that AB1572 requirements likely won't apply to their parkways, making front yard modifications the priority for water mitigation efforts.

Annual Member Meeting Financial Highlights
The annual meeting of members began with Marianne welcoming attendees and introducing the board of directors and management team. The meeting approved last year's minutes and confirmed that Marianne Houston and Mike Beaupre were re-elected to their board positions by acclamation. Mike Beaupre presented the financial highlights, noting that the Gallery had stayed under budget on monthly operating expenses and was projecting a net income of approximately $80,000 for the year, which would improve surplus cash ratios to over 180% and 140% respectively.

Monthly Dues and Budget
The monthly dues will increase to $345 for the Gallery and $190 for Seagarden beginning April 1st, 2026, due to substantial property insurance rate increases. The budget for the Gallery shows a projected break-even year with additional funds to combat inflation, while Seagarden anticipates a break-even year with increased fire insurance expenses. The reserve study indicates a 69% funded rate as of February 28th, 2026, with potential for further improvement if certain assets are not replaced immediately. Sea Gardens' reserve balance increased to $185,000 as of February 28, with an additional $35,000 increase expected next year, bringing the reserve funding to 92% of the required amount.

As spring settles into Southern California, our landscapes begin their seasonal transformation—lush growth, vibrant color, and longer days all signal that summer is just around the corner. This is one of the most important times of year for proactive landscape care, as the steps we take now directly impact how well our communities and properties withstand the warmer months ahead.

During spring, plants are in an active growth phase. Trees, shrubs, and turf are emerging from the cooler winter months and require the right balance of nutrients, water, and maintenance to thrive. Regular pruning, debris removal, and monitoring for early signs of pests or disease are essential to keep landscapes healthy and looking their best.

As temperatures begin to rise, irrigation management becomes increasingly important. Southern California’s dry climate demands careful attention to watering schedules to ensure plants receive adequate hydration without unnecessary waste. Adjusting irrigation systems to account for longer days and warmer weather helps maintain plant health while supporting water conservation efforts.

As part of our seasonal maintenance plan, Harvest will be applying fertilizer to promote strong, healthy growth and enhance the deep green appearance of the landscape. Following fertilization, there will be temporary increases in irrigation run times. This is a critical step, as proper watering helps nutrients penetrate the soil and reach plant roots effectively, maximizing the benefits of the fertilizer application.

Looking ahead to summer, consistent maintenance will be key. This includes monitoring irrigation performance, managing plant growth, and addressing any stress caused by heat. With thoughtful care and strategic planning, our landscapes will remain vibrant, resilient, and enjoyable throughout the hotter months.

By investing in spring maintenance now, we set the foundation for a healthy, thriving landscape all summer long.

Harvest Landscape Update

Landscape Update: Seasonal Maintenance Underway

As we move into the spring season, we’d like to share a few important landscape updates happening throughout the community.

Turf Fertilization in April
Turf fertilizer is scheduled to be applied in April. However, timing is critical. The crew will be monitoring temperatures closely and will wait for a break in the warmer weather to prevent stressing or burning the grass. This ensures the healthiest results and keeps our lawns green and vibrant heading into the peak growing season.

Entrance Enhancements
Minor renovations at the community entrance are ongoing. Recently, beautiful new red geraniums were planted along the exit side, adding a fresh pop of color and enhancing curb appeal. We appreciate your patience as these improvements continue.

Weekly Mowing Schedule
Beginning now and continuing through October, mowing will be completed on a weekly basis. This regular schedule will help maintain a neat and well-manicured appearance throughout the community during the active growing months.

Hoag: A New Resource

By now you have seen the new building in the Pavilions Shopping Center, Hoag Health Center, but did you know that a variety of community resources are available here?  At this location Hoag Hospital provides primary and urgent care along with diagnostics and radiology. In addition, Hoag is also providing complimentary classes and education to the community without charge.  These are all listed on their website: www.hoag.org/resources/classes-events/  Through the website one can find out what is available, sign up to reserve a spot and find out what one needs to bring to class.  Classes are offered throughout southern Orange County although many are specific to this new San Clemente location.  Recently, classes such as Introductory Reformer Pilates, Introductory Yoga, Pilates Mat Sculpt and Strength and Balance have been offered.  In the past there have also been informative lectures on many topics of interest to our community.  It is not necessary to be a patient at Hoag to take advantage of these services.

To see for myself, I enrolled in an Introductory Yoga Class on a Monday morning.  I was enthusiastically welcomed even though I don’t have much experience with yoga.  There were only four other people in this session which is held on a beautiful outdoor patio.  Although it was a warm, sunny day the overhead shade made the area most comfortable.  I was coached through various poses and encouraged to do only what I was able and even though I was a bit awkward I was urged to join another session. And, I left feeling relaxed and refreshed!

What’s not to love?  A new resource to help us be healthier and it’s just around the corner!

Management Office Hours – We're Here for You!

Front Yard Modification Program – Now Available!

We’re pleased to announce the adoption of the Front Yard Modification Program, which gives homeowners the opportunity to enhance the Association-maintained landscape in front of their homes—at their own cost, while still keeping a consistent, community-wide aesthetic.

This new option allows Owners to request approved planting changes using the Front Yard Plant Master List, and to complete the work either through the Association’s landscape vendor (Harvest) or an Owner-Preferred Vendor.

How to Get Started

  1. Review the Front Yard Plant Master List and select your 1st and 2nd plant choices.
  2. Notify Management that you’d like to participate in the program. We will guide you to the correct application and coordinate next steps.

If You Choose the HOA Vendor (Harvest)

  • Management can help arrange an on-site appointment with Harvest if needed.
  • During this visit, Harvest can meet with you to discuss placement, plant choices, layout, and feasibility, making the process smooth and clear.
  • After the meeting, Harvest will provide a proposal (with a proposal reference number).
  • If you request a customized rendering, Harvest can prepare one for $150, which includes up to two revisions.
  • Harvest will provide all approved plants and labor, and the Owner reimburses the Association before work begins.
  • All plant material installed by Harvest is warranted for one year.

If You Choose an Owner-Preferred Vendor

  • You may work with your own vendor, as long as all plants are chosen from the Front Yard Plant Master List.
  • Proof of insurance is required for the Owner-Preferred Vendor.
  • All irrigation work must still be completed by Harvest, to maintain system consistency.
  • You will negotiate the proposal and costs directly with your vendor.

Final Inspection
Once the project is complete, the Landscape Committee, Harvest, and the Owner will conduct a final inspection to ensure the installation meets the approved design and community standards.

Pest Control Service 

Dear Residents,

We’re pleased to announce that Accurate Termite & Pest Control will become our new pest control provider. They will be servicing the Clubhouse for rodent and general pest control sprays and will be onsite approximately every first Monday of the month going forward.

While they are here, homeowners can also take advantage of discounted interior treatments:

$65 per unit if scheduled on the regular service date
$110 per unit if scheduled on a non-service date

This is a convenient and cost-effective way to keep your home protected while ensuring our Clubhouse remains pest-free.

National Caregiving Foundation

Free Support and Resources for Caregivers

Caring for a loved one can be deeply meaningful—but it can also be physically, emotionally, and financially demanding. Fortunately, several national organizations offer free resources and support to help caregivers navigate these challenges. One such organization is the National Caregiving Foundation (NCF), which provides assistance through direct mailings, including Caregiver Support Kits. These kits contain educational materials, practical caregiving tools, and general information on conditions such as Alzheimer’s disease and care for injured or aging soldiers, helping caregivers feel informed and supported at home.

In addition to NCF, caregivers can access a wide range of no-cost services from other trusted organizations:

  • Caregiver Action Network (CAN): Offers a caregiver help desk, online tools, webinars, and peer support for those caring for loved ones with chronic conditions.

  • Family Caregiver Alliance (FCA): Provides education, support groups, care planning resources, and condition-specific guidance for family caregivers.

  • AARP: Delivers caregiving articles, planning tools, local resources, and advocacy focused on aging and family care.

  • Rosalynn Carter Institute for Caregivers: Focuses on caregiver training, respite care information, and support for diverse caregiving communities.

These organizations are dedicated to ensuring caregivers are not alone. Whether you are seeking practical tips, emotional support, or educational materials, these free resources can make a meaningful difference. Caregivers are encouraged to explore these options and take advantage of the help available—you don’t have to do it all on your own.

 SEAGARDEN NEWS

WEEP SCREED (duty of homeowner to correct soil level)

The Association has notified homeowners in Seagarden in writing about ensuring that the weep screed is not covered by soil or debris and that there is at least 2-3 inches of stucco exposed below the weep screed to ensure no flooding can occur. All homeowners and tenants need to be vigilant in checking around the exterior of the house, especially during heavy rains.  If rain water is not draining adequately or fast enough, measures should be taken to remediate the problem as soon as possible. If any interior damage is caused by weep screed issues, the homeowner is responsible for the financial consequences.

EARTHQUAKE INSURANCE

There currently is NO earthquake insurance on the Seagarden buildings

We would also like to remind each Seagarden owner that obtaining and maintaining additional earthquake and/or loss assessment coverage is to your benefit .

Loss Assessment coverage helps pay your share of certain additional assessments levied by the Gallery Association on Seagarden members for earthquake-damage repairs.   Assessment coverage is offered by CEA and maximum coverage is currently $100,000.

The Seagarden Advisory Committee meets the first Wednesday each month at 10AM at the Clubhouse.  All Seagarden owners are encouraged to attend.

Reminder About Online Registrations

It has recently become an issue at events that some residents have brought guests who were not signed up or who had not paid for the event.  Residents who have not registered for an event with a fee or with participant limits will not be admitted.    Residents who have not registered for a free event will only be admitted if space allows.

All Residents are reminded of The Gallery “Online Event Registration Rules & Regulations” which are referenced on every event registration form.

The Rules for multiple registrations are:

  1. Each household is allowed 2 registrations. One must be a Gallery resident.
  2. If a 3rd person resides in a household and that person is a registered “tenant”, “occupant”, or “caregiver”, that person may also register for events.
  3. If an event is later opened to guests, additional registrations may be purchased.
  4. The honor system will be relied upon for enforcement.

If you have registered for an event and are unable to attend, please contact the office ASAP so the next person on waiting list can be notified that an opening has become available.

We appreciate your consideration for others.

The Gallery Tech Team

Gallery residents helping Gallery residents.

Comprised of volunteer Gallery residents, the purpose of the Gallery Tech Team is to:

  1. Offer help with:
    • adapting to changes in information technology
    • accessing and using Gallery related websites and emails,
    • learning general / basic uses of technology (computers, tablets, mobile phones),
    • accessing online BOD and Committee meetings.
  2. Address resident requests for help with technology.

The Gallery Tech Team will offer occasional workshops on selected focus topics. They will also be available to address individual requests for help in one of 3 ways:

  • Appointments (in the clubhouse)
  • Zoom
  • FaceTime

Gallery residents may submit a request for help using the online form that takes only a few minutes to complete. If the online form is not accessible for any reason, the Office will complete a form for you.

Yoga Class - Now Enrolling New Members

What is Yoga?

What is a Yogi?

Mike has been an instructor of yoga for over 30 years practicing at Saddleback and Cal State Fullerton. If you are curious about the health benefits of yoga, please stop by to find out more and meet some of the current members in the class so you can learn first hand why yoga has been practiced around the world for over 5000 years.

Each class is only $10 and is  a great value for the money.

Pickleball at TMC

Sign up for E-statements.  By signing up for this you are saving the Association on printing and mailing costs monthly.  Simply click on the link E-Statements to be directed to sign up. Your account ID is on your snail-mail statement, or call the Gallery Office for your account number to register today. (949) 361-4685

Understanding Guest Policies at The Gallery: What You Need to Know About Hosting Visitors Under 55

Living in a 55+ community like The Gallery comes with many benefits—quiet surroundings, shared interests, and amenities tailored to an active adult lifestyle. But along with these perks, there are specific rules in place to ensure the community remains compliant with federal guidelines and maintains the quality of life that residents expect.

One of the most important—and often misunderstood—rules pertains to overnight guests under the age of 55. Whether it’s adult children visiting from out of town or grandchildren staying for the weekend, it’s essential to understand what’s allowed so you can host your loved ones while staying within the community’s regulations.

Why These Rules Exist

The Gallery, like all age-restricted communities, is governed by the Housing for Older Persons Act (HOPA), which allows certain housing developments to legally limit residency based on age. In order to maintain its status as a 55+ community, at least 80% of the occupied units must have at least one resident who is 55 or older.

To preserve this status and the lifestyle it supports, guest policies are enforced—particularly when it comes to visitors under the age threshold.

The Guest Policy for Those Under 55

At The Gallery, owners may host overnight guests under the age of 55 for no more than 60 days in a calendar year. This applies whether those days are consecutive or spread out over time. This rule ensures that the primary demographic remains adults aged 55 and over while still allowing residents to enjoy visits from family and friends.

Here’s a quick summary:

  • Guests under 55 may stay overnight for a maximum of 60 days per calendar year
  • These 60 days can be consecutive or non-consecutive
  • The rule applies to each unit, not each guest

Best Practices for Residents

To help you enjoy time with loved ones while staying within the rules, here are a few tips:

  • Track visits: Keep a simple log of guest stays to ensure you don’t exceed the 60-day limit.
  • Communicate with management: Let the front office or community association know when you’ll have guests, especially for extended stays.
  • Know the rules: Review your community’s full guest policy regularly to stay informed about any updates or additional guidelines.

A Balance of Comfort and Compliance

The guest policy at The Gallery is designed to strike a balance between maintaining the integrity of a 55+ community and allowing residents to spend meaningful time with younger family members and friends. By following the guidelines, you help preserve the community’s unique environment—and ensure it remains a welcoming, well-regulated place to call home.

Vehicle Gate Codes

The new vehicle gate codes do not affect your transponder or gate clicker; this is only a change to the code entered at the gate telephone entry box.

Vendor Code

The new VENDOR CODE *2288  – only works between 6am-10pm, 7 days a week.
This change restricts access for vendors who have been provided with the new vendor code.

Homeowner Code

The HOMEOWNER GUEST CODE *5525 

The Homeowner code works 24 hours 7 days a week. Additionally, each homeowner has an individual code assigned to the owner. If you would like to use that code, please contact the Gallery office for your individual code.

If you have a family member or care givers who might need access in an emergency, between 10PM and 6AM, we recommend that you share the Homeowner Code *5525 with them and only use the Vendor code for vendors and deliveries.

For “all things Gallery,” don’t forget to take advantage of our community website at www.talegagallery.org! You can safelist a vehicle, register for events, peruse the community calendar, or learn more about our Gallery committees. Meet Your Block Representatives!

Block Representatives and Alternates are an important link to the community. These volunteers communicate information to their neighbors about upcoming social events and provide important feedback about past events. They also participate in Recreation Committee meetings and serve as volunteers at events. You can find the list of Block Reps HERE!

Please consider completing the Meet Your Neighbors form to let your neighbors know what you are interested in and previous experience so you may meet others with the same interest.  You can answer all questions, or just answer the questions that are important to you.  Just click on Meet Your Neighbors above to submit your answers today.

Previous eMail Blasts are easily accessible on the Gallery website. Login and mouseover News.  Then click on Recent eBlasts.

Contact Information Update

Please make sure the office has the correct phone numbers and emails on file for you!  We have observed a few emails bouncing back.  If you change your email or phone number please remember to let the office know.

Also, we encourage all residents to be sure your Emergency Contact information is correct. if you don't remember, just fill out a new Emergency Contact Form.

You Can Make the Gallery Calendar Look Bigger

Option A: Click on Week or Day (instead of month)

Option B: On a computer, hit Ctrl - '+' or Cmd - '+'.  On a tablet, do a reverse pinch.

Option C: Display fewer events. Under Select Category, check Meeting and Events, then click Go.

Trash Cans

Please remember per the Gallery Rules:

Refuse, recyclables, and yard waste shall be kept from public view at all times.  Trash shall be placed at the curb in containers provided by the trash collection agency, no earlier than dusk of the evening before the designated pickup day. Emptied containers shall be removed from public view as early as possible and no later than the evening following trash pick up.

You Can Print the Gallery Calendar on One Page

Under Calendars, select Gallery Calendar.

Print a monthly calendar of Meetings and Special Events only. Open the calendar, display the desired month, then click on the printer icon in the upper right-hand corner, or Ctrl-P or Cmd-P.

Resident Endorsed Contractors

You can add your recommendation and see your recommendation instantly appear on the list. AND, there is a now a place where you can update any data or leave a comment about the contractor.  Find the list under Sharing > Resident Endorsed Contractors.

Safelisting Your Vehicle!

Each residence is assigned a unit-specific code that you must use to safelist a vehicle when you call into Patrol or safe list online. If you did are unable to locate your code, please contact the clubhouse office at (949) 361-4685

You may safelist a vehicle online by going to the Patrol One website, click here or you may contact them by phone by calling (714) 541-0999.
