- April financials showed strong performance for both the Gallery and SeaGarden associations, with operating surpluses well above benchmarks.
- A $225,000 CD was approved at Morgan Stanley, and a CD laddering program was initiated.
- Three declining olive trees at the Pedriza entrance are to be removed due to Xylella disease, with no immediate replacement planned.
- Holiday lighting contract awarded to Shine Illumination at a 5% increase over the prior year.
- Multiple maintenance and infrastructure items are in progress, including pedestrian gate repairs, putting green renovation, fire hardening bids, and lighting vendor replacements.
- Upcoming community events include a summer barbecue (June 13), happy hour (June 19), and Music by the Pool (July 17).

Understanding Landscape Modification Options and Homeowner Responsibilities
The beautiful landscape throughout Talega Gallery is one of the features that helps make our community a desirable place to live. To maintain a cohesive appearance while allowing homeowners opportunities to personalize their property, several landscape enhancement and modification programs are available.
Before making any landscape changes, homeowners are reminded that all proposed modifications must be reviewed and approved by the Landscape Committee prior to installation or removal of any plants or landscape materials. Detailed requirements and procedures can be found in the Talega Gallery Operating Rules available on the community website.
Annual Color Plantings
Homeowners may enhance their landscape areas with seasonal annual color. These additions can provide vibrant color and visual interest throughout the year. However, because annual flowers typically require more frequent watering than the community's standard plant palette, homeowners are responsible for:
- Purchasing and installing the annual color.
- Providing any additional water required for the plants through their own water source.
- Ongoing maintenance and replacement of the annual plantings as needed.
Front Yard Enhancement Program
The Front Yard Enhancement Program allows homeowners to assume maintenance responsibility for designated planter areas adjacent to their home. Under this program, homeowners submit a landscape plan for approval and, once approved, become responsible for maintaining the enhanced planter area.
This option provides greater flexibility for homeowners who wish to create a more customized landscape while taking responsibility for its long-term care and appearance. Homeowners are responsible for notifying the new owners upon sale or returning the planter to its original state with similar size plants.
Front Yard Modification Program
For homeowners seeking a more significant landscape redesign, the Front Yard Modification Program allows for the replacement or renovation of existing planter areas at the homeowner's expense.
Key features of this program include:
- The homeowner funds the design and installation of the new landscape.
- Homeowners may select their own landscape contractor to perform the work. or use the Association landscape vendor.
- Prior to installation, homeowners must meet with association landscape vendor to review plant selection, placement, and quantity to ensure the landscape can be properly maintained.
- Once the project is completed and approved, the Association's landscape contractor will continue to provide ongoing maintenance of the approved landscape.
Irrigation Systems
The Association's irrigation system serves the community's landscape and is maintained by the Association's landscape contractor. Under no circumstances may homeowners modify, repair, adjust, relocate, connect to, disconnect from, or otherwise alter any irrigation components located within front yard or parkway landscape areas.
Any irrigation concerns, leaks, broken equipment, or requested adjustments should be reported to management for review by Harvest Landscape. Unauthorized modifications to the irrigation system may result in damage to community property and could require corrective action at the homeowner's expense.
Planning Ahead
Landscape improvements can enhance curb appeal and personal enjoyment of your home, but it is important to follow the community's approval process. Unauthorized landscape modifications may be subject to correction or removal at the homeowner's expense.

Step Back in Time to OC’s Ranch Era
Tucked away in a strip mall in Laguna Hills, off La Paz and the 5 Freeway, is a small museum celebrating the ranching history of Orange County. The Moulton Museum opened in the summer of 2022 through the efforts of the heirs of Lewis Moulton. A famous pioneer of Orange County, Moulton traveled west in 1874 at the age of 20 and began working at the Irvine Ranch. Gradually he established his own ranching business, rented and then purchased segments of the former Rancho Niguel until he had amassed more than 21,000 acres. The Moulton Ranch covered what is now Lake Forest, Laguna Hills, Aliso Viejo, Laguna Niguel and part of Dana Point. Today the name “Moulton” lives on in street names, agencies such as the Moulton-Niguel Water District and the Laguna Moulton Playhouse, and real estate developments. Nellie Gail Ranch, a prestigious housing development, was named after Moulton’s wife, Nellie Gail.
The museum provides rotating exhibits that feature ranching history and daily life in Orange County at the turn of the century. Displayed are artifacts such as farm implements and buggies as well as family photos, maps, furniture and personal papers. Nellie Gail Moulton was also a plein air artist and periodically the museum features her artwork as well as exhibits of local artists. When we visited, one room was devoted to the art of artist Ryan Jensen, titled “Reflections on Water.” A special exhibit is opening at the museum in June to celebrate the nation’s 250th anniversary. With touchscreen tablets, visitors will be able to relive the founding moments which shaped the nation.
The Moulton Museum is free to the public, but donations are appreciated. The hours are limited – every Tuesday and Thursday and the 1st and 2nd Saturday of each month, from 11:00 am to 3:00 pm. Often there is a docent available to provide a tour, point out items of interest and answer questions. The museum is small, but it reminds us of Orange County’s roots. When you need assistance outside of clubhouse Management hours, Seabreeze Management Company is here to help.
Here’s how to contact us after hours:
- Call the HOA office number and follow the instructions on the voicemail to be connected to Seabreeze directly.
- Once the on-call Seabreeze service is notified, they will contact the appropriate vendor to handle the issue.
- No need to contact board members or vendors directly — one call to Seabreeze will take care of it.
- If Seabreeze is unsure of the next step, they will contact your HOA manager for guidance.
This process ensures that your concern is addressed quickly, efficiently, and by the right people.

Front Yard Modification Program – Now Available!
We’re pleased to announce the adoption of the Front Yard Modification Program, which gives homeowners the opportunity to enhance the Association-maintained landscape in front of their homes—at their own cost, while still keeping a consistent, community-wide aesthetic.
This new option allows Owners to request approved planting changes using the Front Yard Plant Master List, and to complete the work either through the Association’s landscape vendor (Harvest) or an Owner-Preferred Vendor.
How to Get Started
- Review the Front Yard Plant Master List and select your 1st and 2nd plant choices.
- Notify Management that you’d like to participate in the program. We will guide you to the correct application and coordinate next steps.
If You Choose the HOA Vendor (Harvest)
- Management can help arrange an on-site appointment with Harvest.
- During this visit, Harvest can meet with you to discuss placement, plant choices, layout, and feasibility, making the process smooth and clear.
- After the meeting, Harvest will provide a proposal (with a proposal reference number).
- If you request a customized rendering, Harvest can prepare one for $150, which includes up to two revisions.
- Harvest will provide all approved plants and labor, and the Owner reimburses the Association before work begins.
- All plant material installed by Harvest is warranted for one year.
If You Choose an Owner-Preferred Vendor
- You may work with your own vendor, as long as all plants are chosen from the Front Yard Plant Master List.
- Proof of insurance is required for the Owner-Preferred Vendor.
- All irrigation work must still be completed by Harvest, to maintain system consistency.
- You will negotiate the proposal and costs directly with your vendor.
Final Inspection
Once the project is complete, the Landscape Committee, Harvest, and the Owner will conduct a final inspection to ensure the installation meets the approved design and community standards.

Pest Control Service
Dear Residents,
We’re pleased to announce that Accurate Termite & Pest Control will become our new pest control provider. They will be servicing the Clubhouse for rodent and general pest control sprays and will be onsite approximately every first Monday of the month going forward.
While they are here, homeowners can also take advantage of discounted interior treatments for general pest control ONLY:
$65 per unit if scheduled on the regular service date
$110 per unit if scheduled on a non-service date
This is a convenient and cost-effective way to keep your home protected while ensuring our Clubhouse remains pest-free.

SEAGARDEN NEWS
WEEP SCREED (duty of homeowner to correct soil level)
The Association has notified homeowners in Seagarden in writing about ensuring that the weep screed is not covered by soil or debris and that there is at least 2-3 inches of stucco exposed below the weep screed to ensure no flooding can occur. All homeowners and tenants need to be vigilant in checking around the exterior of the house, especially during heavy rains. If rain water is not draining adequately or fast enough, measures should be taken to remediate the problem as soon as possible. If any interior damage is caused by weep screed issues, the homeowner is responsible for the financial consequences.
EARTHQUAKE INSURANCE
There currently is NO earthquake insurance on the Seagarden buildings
We would also like to remind each Seagarden owner that obtaining and maintaining additional earthquake and/or loss assessment coverage is to your benefit .
Loss Assessment coverage helps pay your share of certain additional assessments levied by the Gallery Association on Seagarden members for earthquake-damage repairs. Assessment coverage is offered by CEA and maximum coverage is currently $100,000.

Reminder About Online Registrations
from the Recreation Committee
It has recently become an issue at events that some residents have brought guests who were not signed up or who had not paid for the event.
Residents who have not registered for an event with a fee or with participant limits will not be admitted. Residents who have not registered for a free event will only be admitted if space allows.
All Residents are reminded of The Gallery “Online Event Registration Rules & Regulations” which are referenced on every event registration form.

The Rules for multiple registrations are:
- Each household is allowed 2 registrations. One must be a Gallery resident.
- If a 3rd person resides in a household and that person is a registered “tenant”, “occupant”, or “caregiver”, that person may also register for events.
- If an event is later opened to guests, additional registrations may be purchased.
- The honor system will be relied upon for enforcement.
If you have registered for an event and are unable to attend, please contact the office ASAP so the next person on waiting list can be notified that an opening has become available.
We appreciate your consideration for others.
The Gallery Tech Team
Gallery residents helping Gallery residents.
Comprised of volunteer Gallery residents, the purpose of the Gallery Tech Team is to:
- Offer help with:
- adapting to changes in information technology
- accessing and using Gallery related websites and emails,
- learning general / basic uses of technology (computers, tablets, mobile phones),
- accessing online BOD and Committee meetings.
- Address resident requests for help with technology.
The Gallery Tech Team will offer occasional workshops on selected focus topics. They will also be available to address individual requests for help in one of 3 ways:
- Appointments (in the clubhouse)
- Zoom
- FaceTime
Gallery residents may submit a request for help using the online form that takes only a few minutes to complete. If the online form is not accessible for any reason, the Office will complete a form for you.

Pickleball at TMC
The community has a good sized group of pickle ball players who live in the gallery. We are always interested in having new players join our group. We play at the sports court near the main Talega pool. If you are interested in learning to play, Dean Waldfogel is willing to give instruction to interested players. Here is how you can help cut down on monthly costs to the Association.
Sign up for E-statements. By signing up for this you are saving the Association on printing and mailing costs monthly. Simply click on the link E-Statements to be directed to sign up. Your account ID is on your snail-mail statement, or call the Gallery Office for your account number to register today. (949) 361-4685
Automatic payments are different than receiving an E-Statement. If you are still receiving paper statements in the mail, follow the directions above to help reduce monthly printing and mailing costs for the Association.
Understanding Guest Policies at The Gallery: What You Need to Know About Hosting Visitors Under 55
Living in a 55+ community like The Gallery comes with many benefits—quiet surroundings, shared interests, and amenities tailored to an active adult lifestyle. But along with these perks, there are specific rules in place to ensure the community remains compliant with federal guidelines and maintains the quality of life that residents expect.
One of the most important—and often misunderstood—rules pertains to overnight guests under the age of 55. Whether it’s adult children visiting from out of town or grandchildren staying for the weekend, it’s essential to understand what’s allowed so you can host your loved ones while staying within the community’s regulations.
Why These Rules Exist
The Gallery, like all age-restricted communities, is governed by the Housing for Older Persons Act (HOPA), which allows certain housing developments to legally limit residency based on age. In order to maintain its status as a 55+ community, at least 80% of the occupied units must have at least one resident who is 55 or older.
To preserve this status and the lifestyle it supports, guest policies are enforced—particularly when it comes to visitors under the age threshold.
The Guest Policy for Those Under 55
At The Gallery, owners may host overnight guests under the age of 55 for no more than 60 days in a calendar year. This applies whether those days are consecutive or spread out over time. This rule ensures that the primary demographic remains adults aged 55 and over while still allowing residents to enjoy visits from family and friends.
Here’s a quick summary:
- Guests under 55 may stay overnight for a maximum of 60 days per calendar year
- These 60 days can be consecutive or non-consecutive
- The rule applies to each unit, not each guest
Best Practices for Residents
To help you enjoy time with loved ones while staying within the rules, here are a few tips:
- Track visits: Keep a simple log of guest stays to ensure you don’t exceed the 60-day limit.
- Communicate with management: Let the front office or community association know when you’ll have guests, especially for extended stays.
- Know the rules: Review your community’s full guest policy regularly to stay informed about any updates or additional guidelines.
A Balance of Comfort and Compliance
The guest policy at The Gallery is designed to strike a balance between maintaining the integrity of a 55+ community and allowing residents to spend meaningful time with younger family members and friends. By following the guidelines, you help preserve the community’s unique environment—and ensure it remains a welcoming, well-regulated place to call home.

Financial Data All in One Place.
Accessing the Association's financial data just became more user-friendly. Links to budget, audit, insurance and budget reserve reports are now all clickable from the Financials webpage, for both The Gallery AND for Seagarden. The Financials webpage also provides access the most recent monthly Budget Dashboards.
The Annual Budget Report and Annual Policy Statements for The Gallery and for Seagarden are now accessible on the Governing Documents webpage.
All Board of Director Meetings are Hybrid Meetings
Board of Director Meetings are now held both in-person (in the MPR) and online.
To participate in the online version of the meeting, log into the Residents Portal or Board of Directors webpage, and simply click on the blue button. Of course, you are always welcome to attend the in-person meeting.
Vehicle Gate Codes
The new vehicle gate codes do not affect your transponder or gate clicker; this is only a change to the code entered at the gate telephone entry box.
Vendor Code
The new VENDOR CODE *2288 – only works between 6am-10pm, 7 days a week.
This change restricts access for vendors who have been provided with the new vendor code.
Homeowner Code
The HOMEOWNER GUEST CODE *5525
The Homeowner code works 24 hours 7 days a week. Additionally, each homeowner has an individual code assigned to the owner. If you would like to use that code, please contact the Gallery office for your individual code.
If you have a family member or care givers who might need access in an emergency, between 10PM and 6AM, we recommend that you share the Homeowner Code *5525 with them and only use the Vendor code for vendors and deliveries.

Trash Cans
Please remember per the Gallery Rules:
Refuse, recyclables, and yard waste shall be kept from public view at all times. Trash shall be placed at the curb in containers provided by the trash collection agency, no earlier than dusk of the evening before the designated pickup day. Emptied containers shall be removed from public view as early as possible and no later than the evening following trash pick up.
You Can Print the Gallery Calendar on One Page
Under Calendars, select Gallery Calendar.
Print a monthly calendar of Meetings and Special Events only. Open the calendar, display the desired month, then click on the printer icon in the upper right-hand corner, or Ctrl-P or Cmd-P.
Resident Endorsed Contractors
You can add your recommendation and see your recommendation instantly appear on the list. AND, there is a now a place where you can update any data or leave a comment about the contractor. Find the list under Sharing > Resident Endorsed Contractors.

Safelisting Your Vehicle!
Each residence is assigned a unit-specific code that you must use to safelist a vehicle when you call into Patrol or safe list online. If you did are unable to locate your code, please contact the clubhouse office at (949) 361-4685
You may safelist a vehicle online by going to the Patrol One website, click here or you may contact them by phone by calling (714) 541-0999.
