February Board Meeting Highlights
The February Board of Directors meeting was productive and forward-focused, covering financial updates, committee reports, vendor proposals, and important community improvements. Below is a summary of key discussions and decisions.
Financial Update
The Budget & Finance Committee reported that a $225,000 Certificate of Deposit was successfully renewed as part of the Association’s ongoing reserve management strategy. This action helps maintain financial stability while earning competitive returns on reserve funds.
The committee also recommended three new committee members for consideration, further supporting strong governance and leadership continuity.
In addition, the Board discussed and moved toward resolution of a legal matter related to administrative costs associated with the Sea Garden cost center. The discussion focused on clarifying obligations and ensuring appropriate cost allocation moving forward.
The Gallery residents should anticipate a $10 increase for the monthly assessments. The new amount of $345.00 will be effective April 1, 2026.
Committee Reports & Community Updates
Sea Garden Committee
- Approved roof and gutter maintenance through J.L. Ray to protect building integrity and extend the life of roofing components.
- Noted a $30 monthly dues increase to support ongoing maintenance needs and long-term planning effective April 1, 2026.
Landscaping Committee
- Welcomed new committee members.
- Approved removal of a front yard tree due to condition concerns.
- Is actively developing a priority-based tree replacement plan to ensure a thoughtful and phased landscape renewal strategy.
- The Board also approved tree trimming services by Great Scott to maintain safety and overall community appearance.
Recreation Committee
The committee shared exciting upcoming events designed to bring neighbors together, including:
- Karaoke Night
- Bingo
- A bus trip to the Pasadena Showcase House of Design

Operations & Maintenance (O&M) Committee
- Reported progress on HVAC and hot water heater replacement projects.
- The Board approved HVAC replacement services from Rohan and Sons, following the committee’s recommendation.
- Discussed repairs to the pedestrian gate and electrical outlets in the clubhouse to improve safety and functionality.

Landscape Committee Update: Growing Our Team & Planning for the Future
The Landscape Committee continues to make great progress in shaping and preserving the beauty of our community. At the most recent Board of Directors meeting, two new committee members were officially appointed, and we are excited to welcome them to the team! Their addition brings fresh perspective and enthusiasm as we continue working on both short- and long-term landscape goals.
We have also received one additional application and anticipate another in the coming month. If approved, the committee may soon reach full capacity. It’s wonderful to see so many residents interested in contributing to the care and enhancement of our community’s landscape.
Tree Subcommittee Progress
A few months ago, the Landscape Committee formed a Tree Subcommittee to take a deeper look at our community’s tree inventory and develop a thoughtful, strategic plan moving forward.
The subcommittee’s objectives include:
- Identifying trees that need removal due to health, safety, or infrastructure concerns
- Developing replacement guidelines to maintain community aesthetics
- Reviewing streets that currently have too few trees and identifying opportunities for additional planting
- Evaluating areas that may have too many trees and assessing appropriate thinning
- Selecting tree species that are less likely to impact underground utilities and parkway infrastructure
As many residents know, tree placement and species selection are critical to preventing future damage to sidewalks, curbs, irrigation lines, and other underground infrastructure. The goal is to strike the right balance — maintaining the beautiful, tree-lined character of our neighborhood while ensuring long-term sustainability and reduced maintenance costs.
Looking Ahead
The committee is also exploring additional ways to enhance the overall landscape design throughout the community. This includes reviewing plant palettes, improving visual consistency, and ensuring that future replacements align with a cohesive aesthetic vision.
We appreciate the time and dedication of our volunteer committee members who work diligently behind the scenes. Their thoughtful planning today helps protect the beauty and value of our community for years to come.

Harvest Landscape Update
Landscape Update: Seasonal Maintenance Underway
As we move into the spring season, we’d like to share a few important landscape updates happening throughout the community.
Olive Tree Spraying
Olive tree spraying will take place over the next couple of weeks. To better manage fruit production this year, Harvest Landscape will be increasing the spray frequency to four applications. This proactive approach helps reduce excess fruit drop and keeps our common areas clean and safe for residents. You may notice crews working in different phases as they move throughout the property.
Turf Fertilization in March
Turf fertilizer is scheduled to be applied in March. However, timing is critical. The crew will be monitoring temperatures closely and will wait for a break in the warmer weather to prevent stressing or burning the grass. This ensures the healthiest results and keeps our lawns green and vibrant heading into the peak growing season.
Entrance Enhancements
Minor renovations at the community entrance are ongoing. Recently, beautiful new red geraniums were planted along the exit side, adding a fresh pop of color and enhancing curb appeal. We appreciate your patience as these improvements continue.
Weekly Mowing Schedule
Beginning now and continuing through October, mowing will be completed on a weekly basis. This regular schedule will help maintain a neat and well-manicured appearance throughout the community during the active growing months.

Bocce Court Refurbishment Scheduled – First Week of March
As we move out of the winter season and into spring, it’s important to address the impact that colder temperatures and heavy rainfall have on our bocce courts. While the courts may appear playable, excessive moisture from winter storms can significantly affect the integrity and performance of the playing surface.
Rainfall saturates the oyster shell material, causing compaction, uneven settling, and surface inconsistencies. Over time, this can lead to low spots, poor drainage, and an unpredictable roll of the bocce ball. To preserve the quality of play and extend the life of the courts, seasonal refurbishment is essential.
Scheduled Maintenance Closure
The bocce courts will be closed during the first week of March to allow our maintenance team to complete necessary post-winter restoration. During this time:
- New oyster shell material will be added to replenish and strengthen the surface.
- The courts will be professionally laser leveled to restore a smooth, even playing field.
- The surface will be properly compacted and conditioned to ensure optimal performance and safety.
We kindly ask all residents to refrain from using the courts until maintenance has been fully completed. Foot traffic and play during this critical restoration period can compromise the leveling process and delay reopening.
Routine seasonal maintenance ensures that our bocce courts remain safe, attractive, and enjoyable for all players throughout the year. We appreciate your cooperation and look forward to welcoming everyone back to refreshed and improved courts this spring.
Bocce will be held on the 2nd and 4th Friday every month, commencing on March 27th at 5pm. Bring dinner and drinks to enjoy on the patio after the games.

The History and Purpose of Daylight Saving Time
Twice each year, we adjust our clocks—“springing forward” in March and “falling back” in November. While many of us enjoy the extra evening daylight in summer, others question why we still observe Daylight Saving Time (DST) at all. So where did it come from, and why do we continue the practice?
Early Ideas and Origins
The concept of adjusting time to make better use of daylight dates back to the 18th century. In 1784, Benjamin Franklin humorously suggested that waking earlier could conserve candles. However, the modern idea of Daylight Saving Time was proposed more formally in 1895 by New Zealand entomologist George Hudson, who wanted more evening daylight for collecting insects.
The idea gained serious attention during the early 20th century. Germany was the first country to implement Daylight Saving Time in 1916 during World War I as a way to conserve fuel by reducing the need for artificial lighting. Other countries, including the United States, soon followed.
Daylight Saving Time in the United States
The United States first adopted Daylight Saving Time in 1918 during World War I. After the war, it was repealed nationally but continued in some states and cities, leading to confusion as communities observed different time changes.
To create consistency, Congress passed the Uniform Time Act of 1966, which standardized the start and end dates of Daylight Saving Time across the country (while still allowing states to opt out). Today, most states observe DST, though Hawaii and most of Arizona do not.
In 2007, the start and end dates were extended under the Energy Policy Act of 2005, moving the beginning of DST to the second Sunday in March and ending it on the first Sunday in November.
The Purpose Behind Daylight Saving Time
The primary goal of Daylight Saving Time has always been to make better use of natural daylight. By shifting an hour of daylight from early morning to the evening, DST aims to:
Reduce energy consumption
Encourage outdoor activity and commerce
Provide more daylight during typical waking hours
Potentially reduce traffic accidents and crime
While energy savings were a major justification historically, modern studies show mixed results due to changes in technology and energy use patterns.
Ongoing Debate
Daylight Saving Time continues to spark debate. Supporters appreciate longer summer evenings for recreation and business activity. Critics argue that the time change disrupts sleep schedules, impacts health, and offers limited energy savings.
In recent years, several states have proposed legislation to either eliminate seasonal clock changes or make Daylight Saving Time permanent, though federal approval would be required for nationwide changes.
Why It Still Matters
Whether you love the longer evenings or dislike losing an hour of sleep each spring, Daylight Saving Time remains part of our national rhythm. Understanding its origins helps explain why we continue to adjust our clocks—and why the conversation about its future is far from over.

Mark your calendars for the week of March 8 to March 14. It is Orange County Restaurant Week, an annual event, where participating restaurants throughout the county offer a set menu at a fixed price, giving folks a chance to try some special dishes. If you have been thinking about trying a new eatery, this is your opportunity!
The website: www.ocrestaurantweek.com will give you all the information you need. Around 200 restaurants are listed, ranging from small, short order to luxury establishments. Each listing provides the critical information on the offered menu, price, location, hours and restaurant contact information. The website also categorizes the options to make your search easier, grouping information according to city, type of meal (breakfast, lunch or dinner) or price. Offerings are also categorized to fit your particular interest such as date night, cocktails, vegetarian, small bites and snacks, or wine lovers. If you have been longing to try something different, check out the listing under “Global Culinary Passport,” where you will find an appetizing description of restaurant offerings according to country of origin. Participating restaurants in San Clemente and San Juan Capistrano include Vine, Parlor, Chelas, Bloom, and Fermentation Farm.
No coupon or ticket is needed. One just asks for the restaurant week menu. What could be better than a night out?

Management Office Hours – We're Here for You!

Front Yard Modification Program – Now Available!
We’re pleased to announce the adoption of the Front Yard Modification Program, which gives homeowners the opportunity to enhance the Association-maintained landscape in front of their homes—at their own cost, while still keeping a consistent, community-wide aesthetic.
This new option allows Owners to request approved planting changes using the Front Yard Plant Master List, and to complete the work either through the Association’s landscape vendor (Harvest) or an Owner-Preferred Vendor.
How to Get Started
- Review the Front Yard Plant Master List and select your 1st and 2nd plant choices.
- Notify Management that you’d like to participate in the program. We will guide you to the correct application and coordinate next steps.
If You Choose the HOA Vendor (Harvest)
- Management can help arrange an on-site appointment with Harvest if needed.
- During this visit, Harvest can meet with you to discuss placement, plant choices, layout, and feasibility, making the process smooth and clear.
- After the meeting, Harvest will provide a proposal (with a proposal reference number).
- If you request a customized rendering, Harvest can prepare one for $150, which includes up to two revisions.
- Harvest will provide all approved plants and labor, and the Owner reimburses the Association before work begins.
- All plant material installed by Harvest is warranted for one year.
If You Choose an Owner-Preferred Vendor
- You may work with your own vendor, as long as all plants are chosen from the Front Yard Plant Master List.
- Proof of insurance is required for the Owner-Preferred Vendor.
- All irrigation work must still be completed by Harvest, to maintain system consistency.
- You will negotiate the proposal and costs directly with your vendor.
Final Inspection
Once the project is complete, the Landscape Committee, Harvest, and the Owner will conduct a final inspection to ensure the installation meets the approved design and community standards.

Pest Control Service
Dear Residents,
We’re pleased to announce that Accurate Termite & Pest Control will become our new pest control provider. They will be servicing the Clubhouse for rodent and general pest control sprays and will be onsite approximately every first Monday of the month going forward.
While they are here, homeowners can also take advantage of discounted interior treatments:
$65 per unit if scheduled on the regular service date
$110 per unit if scheduled on a non-service date
This is a convenient and cost-effective way to keep your home protected while ensuring our Clubhouse remains pest-free.

SEAGARDEN NEWS
WEEP SCREED (duty of homeowner to correct soil level)
The Association has notified homeowners in Seagarden in writing about ensuring that the weep screed is not covered by soil or debris and that there is at least 2-3 inches of stucco exposed below the weep screed to ensure no flooding can occur. All homeowners and tenants need to be vigilant in checking around the exterior of the house, especially during heavy rains. If rain water is not draining adequately or fast enough, measures should be taken to remediate the problem as soon as possible. If any interior damage is caused by weep screed issues, the homeowner is responsible for the financial consequences.
EARTHQUAKE INSURANCE
There currently is NO earthquake insurance on the Seagarden buildings
We would also like to remind each Seagarden owner that obtaining and maintaining additional earthquake and/or loss assessment coverage is to your benefit .
Loss Assessment coverage helps pay your share of certain additional assessments levied by the Gallery Association on Seagarden members for earthquake-damage repairs. Assessment coverage is offered by CEA and maximum coverage is currently $100,000.

Reminder About Online Registrations

It has recently become an issue at events that some residents have brought guests who were not signed up or who had not paid for the event.
Residents who have not registered for an event with a fee or with participant limits will not be admitted. Residents who have not registered for a free event will only be admitted if space allows.
All Residents are reminded of The Gallery “Online Event Registration Rules & Regulations” which are referenced on every event registration form.

The Rules for multiple registrations are:
- Each household is allowed 2 registrations. One must be a Gallery resident.
- If a 3rd person resides in a household and that person is a registered “tenant”, “occupant”, or “caregiver”, that person may also register for events.
- If an event is later opened to guests, additional registrations may be purchased.
- The honor system will be relied upon for enforcement.
If you have registered for an event and are unable to attend, please contact the office ASAP so the next person on waiting list can be notified that an opening has become available.

The Gallery Tech Team
Gallery residents helping Gallery residents.
Comprised of volunteer Gallery residents, the purpose of the Gallery Tech Team is to:
- Offer help with:
- adapting to changes in information technology
- accessing and using Gallery related websites and emails,
- learning general / basic uses of technology (computers, tablets, mobile phones),
- accessing online BOD and Committee meetings.
- Address resident requests for help with technology.
The Gallery Tech Team will offer occasional workshops on selected focus topics. They will also be available to address individual requests for help in one of 3 ways:
- Appointments (in the clubhouse)
- Zoom
- FaceTime
Gallery residents may submit a request for help using the online form that takes only a few minutes to complete. If the online form is not accessible for any reason, the Office will complete a form for you.

Mike has been an instructor of yoga for over 30 years practicing at Saddleback and Cal State Fullerton. If you are curious about the health benefits of yoga, please stop by to find out more and meet some of the current members in the class so you can learn first hand why yoga has been practiced around the world for over 5000 years.

Pickleball at TMC
The community has a good sized group of pickle ball players who live in the gallery. We are always interested in having new players join our group. We play at the sports court near the main Talega pool. If you are interested in learning to play, Dean Waldfogel is willing to give instruction to interested players. Sign up for E-statements. By signing up for this you are saving the Association on printing and mailing costs monthly. Simply click on the link E-Statements to be directed to sign up. Your account ID is on your snail-mail statement, or call the Gallery Office for your account number to register today. (949) 361-4685
Automatic payments are different than receiving an E-Statement. If you are still receiving paper statements in the mail, follow the directions above to help reduce monthly printing and mailing costs for the Association.
Understanding Guest Policies at The Gallery: What You Need to Know About Hosting Visitors Under 55
Living in a 55+ community like The Gallery comes with many benefits—quiet surroundings, shared interests, and amenities tailored to an active adult lifestyle. But along with these perks, there are specific rules in place to ensure the community remains compliant with federal guidelines and maintains the quality of life that residents expect.
One of the most important—and often misunderstood—rules pertains to overnight guests under the age of 55. Whether it’s adult children visiting from out of town or grandchildren staying for the weekend, it’s essential to understand what’s allowed so you can host your loved ones while staying within the community’s regulations.
Why These Rules Exist
The Gallery, like all age-restricted communities, is governed by the Housing for Older Persons Act (HOPA), which allows certain housing developments to legally limit residency based on age. In order to maintain its status as a 55+ community, at least 80% of the occupied units must have at least one resident who is 55 or older.
To preserve this status and the lifestyle it supports, guest policies are enforced—particularly when it comes to visitors under the age threshold.
The Guest Policy for Those Under 55
At The Gallery, owners may host overnight guests under the age of 55 for no more than 60 days in a calendar year. This applies whether those days are consecutive or spread out over time. This rule ensures that the primary demographic remains adults aged 55 and over while still allowing residents to enjoy visits from family and friends.
Here’s a quick summary:
- Guests under 55 may stay overnight for a maximum of 60 days per calendar year
- These 60 days can be consecutive or non-consecutive
- The rule applies to each unit, not each guest
Best Practices for Residents
To help you enjoy time with loved ones while staying within the rules, here are a few tips:
- Track visits: Keep a simple log of guest stays to ensure you don’t exceed the 60-day limit.
- Communicate with management: Let the front office or community association know when you’ll have guests, especially for extended stays.
- Know the rules: Review your community’s full guest policy regularly to stay informed about any updates or additional guidelines.
A Balance of Comfort and Compliance
The guest policy at The Gallery is designed to strike a balance between maintaining the integrity of a 55+ community and allowing residents to spend meaningful time with younger family members and friends. By following the guidelines, you help preserve the community’s unique environment—and ensure it remains a welcoming, well-regulated place to call home.

Financial Data All in One Place.
Accessing the Association's financial data just became more user-friendly. Links to budget, audit, insurance and budget reserve reports are now all clickable from the Financials webpage, for both The Gallery AND for Seagarden. The Financials webpage also provides access the most recent monthly Budget Dashboards.
The Annual Budget Report and Annual Policy Statements for The Gallery and for Seagarden are now accessible on the Governing Documents webpage.
All Board of Director Meetings are Hybrid Meetings
Board of Director Meetings are now held both in-person (in the MPR) and online.
To participate in the online version of the meeting, log into the Residents Portal or Board of Directors webpage, and simply click on the blue button. Of course, you are always welcome to attend the in-person meeting.
Vehicle Gate Codes
The new vehicle gate codes do not affect your transponder or gate clicker; this is only a change to the code entered at the gate telephone entry box.
Vendor Code
The new VENDOR CODE *2288 – only works between 6am-10pm, 7 days a week.
This change restricts access for vendors who have been provided with the new vendor code.
Homeowner Code
The HOMEOWNER GUEST CODE *5525
The Homeowner code works 24 hours 7 days a week. Additionally, each homeowner has an individual code assigned to the owner. If you would like to use that code, please contact the Gallery office for your individual code.
If you have a family member or care givers who might need access in an emergency, between 10PM and 6AM, we recommend that you share the Homeowner Code *5525 with them and only use the Vendor code for vendors and deliveries.
All Things Gallery
For “all things Gallery,” don’t forget to take advantage of our community website at www.talegagallery.org! You can safelist a vehicle, register for events, peruse the community calendar, or learn more about our Gallery committees. You can also conveniently find and submit a variety of community forms, including Landscape forms, with no hassle.

Meet Your Block Representatives!
Block Representatives and Alternates are an important link to the community. These volunteers communicate information to their neighbors about upcoming social events and provide important feedback about past events. They also participate in Recreation Committee meetings and serve as volunteers at events. You can find the list of Block Reps HERE!

Previous eMail Blasts are easily accessible on the Gallery website. Login and mouseover News. Then click on Recent eBlasts.
You Can Make the Gallery Calendar Look Bigger
Option A: Click on Week or Day (instead of month)
Option B: On a computer, hit Ctrl - '+' or Cmd - '+'. On a tablet, do a reverse pinch.
Option C: Display fewer events. Under Select Category, check Meeting and Events, then click Go.

All Gallery floor plans are accessible on the Gallery Website. Go to About Us > Prospective Resident.

Trash Cans
Please remember per the Gallery Rules:
Refuse, recyclables, and yard waste shall be kept from public view at all times. Trash shall be placed at the curb in containers provided by the trash collection agency, no earlier than dusk of the evening before the designated pickup day. Emptied containers shall be removed from public view as early as possible and no later than the evening following trash pick up.
You Can Print the Gallery Calendar on One Page
Under Calendars, select Gallery Calendar.
Print a monthly calendar of Meetings and Special Events only. Open the calendar, display the desired month, then click on the printer icon in the upper right-hand corner, or Ctrl-P or Cmd-P.
Resident Endorsed Contractors
You can add your recommendation and see your recommendation instantly appear on the list. AND, there is a now a place where you can update any data or leave a comment about the contractor. Find the list under Sharing > Resident Endorsed Contractors.

Safelisting Your Vehicle!
Each residence is assigned a unit-specific code that you must use to safelist a vehicle when you call into Patrol or safe list online. If you did are unable to locate your code, please contact the clubhouse office at (949) 361-4685
You may safelist a vehicle online by going to the Patrol One website, click here or you may contact them by phone by calling (714) 541-0999.
